Airport Advisory Commission Minutes, December 15, 2022
City Hall, Galesburg, Illinois
Meeting was called to order by Aaron Repp at 3:04 P.M.
Roll Call: Present: Members: David Carlton, Aaron Repp, Ken Springer, Phillip Wolford,

Airport Manager/Director of Public Works, Travis Huffman, Maintenance

Absent: None
Additional persons present: Bill Hurley, airport user, Dean Maupin, airport user
Minutes: Minutes of the November 17, 2022 meeting were reviewed. One correction was
proposed to revise “Z100 UL” to “G100 UL”. Motion by Springer, 2nd by Wolford, 4 ayes, 0 nays,
motion carried.
Airport Manager Report:
• Director Carl provided a brief update on maintenance items that were brought up at the
last meeting. It was stated that the drain itself is too high and doesn’t allow the water to
drain by one of the hangars.
• Travis Huffman provided a brief update on the status of the FAA PAPI project which will
be completed shortly after the first of the year. A NOTAM was issued for the airport while
this work was being done. Chairman Repp suggested that that a notice be provided using
the airport radio frequency 123.000 in the future as well.
Old Business:
• Hangar Waiting List – The list was reviewed by the Commission and Travis Huffman
provided a summary of how the process works. There is a list of names of people who
have expressed a desire to rent a hangar from the City. The list is in order of when the
request was made to rent a hangar. When a hangar comes open, the next name down
on the list is contacted to see if they are still wanting a hangar. If that person does not
have a plane or is not interested at the time, then the next name on the list is contacted
and so on. In order to get a hangar assigned to you, you are required to have a registered
aircraft to place in the hangar. As of the date of the meeting there were 39 names on the
waiting list. A motion was made by Wolford to keep doing the waiting list the same way
it has been done in the past. 2nd by Carlton, 4 ayes, 0 nays, motion carried. It was also
recommended to put the list on the City website with an explanation of the process.

• City Hangar Lease Agreement – A copy of the City’s hangar lease agreement was provided
to the Commission members and briefly discussed. One item the members thought
should be looked into was item 4 Taxes. It would be preferred by the tenants for the taxes
to be paid by the City and for the cost of the taxes to be included in the rental rates for
the hangars. Director Carl said that he would check with the City’s legal department to
find out if this item could be changed. It was agreed that Commission members would
review the existing lease agreement and come prepared to discuss at the next meeting in
January 2023.
New Business:
• Private Hangar Lease -A copy of a private hangar lease from the City of Peru, La Salle
County, Illinois was provided to commission members to be reviewed. In the beginning,
Peru just had one person who built a private hangar but now have 7 hangars that have
been developed. Mr. Dean Maupin was present at the meeting and stated that he would
like to be able to build a 60 ft x 60 ft private hangar with an 18 ft high door to make sure
it would be able to accommodate future aircraft. Mr. Maupin has looked into
construction of an “Erect-a-tube” hangar and estimates the cost to be approximately
$200,000. The Commission briefly discussed the Peru agreement, and it was noted that
the term of the agreement was 40 years with an option to extend the lease an additional
20 year term. The lease provides for the owner to pay the City a ground rent. Mr. Maupin
said he would want to make sure there are provisions in the agreement that would allow
him to sell it and/or lease it if desired during the term of the agreement. He also asked
how the taxes would be handled and if they would be based on the cost of the hangar or
the lease value with the City. It was agreed that the Commission members would review
the Peru agreement before the next meeting in January and come prepared to discuss.
Mr. Repp stated that there are case studies and best practices listed on the FAA’s Airport
Cooperative Research Program (ACRP) website.
Citizen Comments:
• Bill Hurley stated that he felt that getting lights up on the east end of the hangars was a
higher priority than paint when it comes to next year’s budget. He also suggested that
the City look at oversizing the electrical and water when constructing private hangars so
additional hangars could be constructed and utilize this same infrastructure. He said 20
amp electrical service should be required.
