SUMMARY RECOMMENDATION: The City Manager, Director of Public Works, and Water Superintendent recommend waiving the normal purchasing policy and approval of the emergency rehabilitation needed to GP1 and GP2 in Oquawka in the amount of $62,237.00 by Layne Christensen Company. BACKGROUND: The City received a quote from Layne Christensen Company to perform the emergency rehab work. They are a reputable well rehabilitation company who has worked for the City on past projects. Both wells were rehabilitated last year by Layne but have had to be heavily utilized since then due to problems with the Ranney Well as well as the delays in getting the new Gravel Pack Well #5 completed. Layne was the low bid last year and they are available to mobilize into the project on 7/28 to do the work. Given the need to use GP1 and GP2 to supply the City’s water needs and Layne’s availability, they have been contracted to begin work on 7/28. The two wells have been working fine since their rehab last year until the first week of July this year. The water levels in the pumps dropped quickly this month, indicating the gravel pack screens are clogged and need to be cleaned and opened up so that they can allow more water to be pumped. On Thursday, 7/23 the water level in GP1 dropped so much it can no longer safely be used to pump water, so it has been shut down. Gravel Pack Well #5 is anticipated to come online in a few weeks and then GP1 and GP2 will not be as heavily relied upon to provide the City water. It is anticipated to work on the Ranney Well gate valves later this year which will take the Ranney Well out of service and we will need at least one of the GP 1 or GP2 to pump with Gravel Pack Wells #4 and #5 to provide the water supply needed during that time. It is proposed to utilize a chemical treatment to each well to clean up the screens and open up the gravel pack around each well. One well will be taken out of service at a time and it should take about 1 week to do each well. The Contractor is scheduled to begin this work July 28. BUDGET IMPACT: The Water Division has sufficient funds in their budget for these emergency repairs. SUPPORTING DOCUMENTS: 1. Layne Christensen Company Quote 20-4054
