Called to order by Mayor John Pritchard at 5:30 p.m.

Mayor Pritchard declared a quorum present.
The Pledge of Allegiance was recited.
Semenya McCord gave the invocation.
Council Member Dennis moved,seconded by Council Member Andersen,to approve the
minutes of the City Council’s regular meeting from March 1, 2021.

CONSENT AGENDA #2021-06
All matters listed under the Consent Agenda are considered routine by the City Council and will
be enacted by one motion.

Approve an MFT Resolution for the Kellogg Street reconstruction project in the amount of
$450,000.
21-3003
Approve the bid submitted by Century Fence Company in the amount of $26,659 for the
installation of chain link fence at 200 South Henderson Street,the renovated Street Division
facility and salt storage building.

Approve a consultant engineering services agreement with Bruner Cooper &Zuck,Inc.,and
Geotechnics, for material testing for asphalt and concrete for calendar year 2021.

Authorize the City Manager to renew existing flood insurance policies with Selective Insurance
Company, covering Well #4 at the Water Treatment Plant in Oquawka, in the amount of $9,469.

Approve an intergovernmental cooperation contract with Risk Management Association (RMA)
to provide insurance coverage.

Approve the purchase of insurance policies from the Illinois Municipal League Risk Management
Association for Fire Department vehicles and equipment at an annual premium of $37,175.

Receive a petition to annex the property located at 670 U.S. Highway 150 East.

Approve bills in the amount of $1,031,557.62 and advance checks in the amount of

21-3633 on final reading authorizing the sale of the vacant lot formerly known as 890 Liberty
Street.

Council Member Allen moved,seconded by Council Member Hix,to approve the bid submitted
by J.C.Dillon,Inc.in the amount of $1,939,150 for the Phase V replacement of lead water
service lines financed through a forgivable loan from the Illinois Environmental Protection
Agency Public Water Supply Program.

PUBLIC COMMENT
CITY MANAGER’S REPORT
A.Traffic Advisory Committee report for March 2021
B.The City Manager also reported on two housing and utility assistance programs that are
still available for residents. Information on both programs is available on the City’s
website and Facebook page also.
a.LIHEAP is for gas and electric bill assistance and is administered by the Knox
County Health Department.
b.The Western Illinois Regional Council administers assistance for water/sewer bills
and offers rent and mortgage assistance.
Council Member Schwartzman and the City Manager encouraged residents to apply.
MISCELLANEOUS BUSINESS (Agreements, Approvals, Etc.)

Council Member Cox moved,seconded by Council Member Allen,to approve a professional
service agreement with PGAV in an amount not to exceed $26,000 to close out Tax Increment
Financing District I and amend the boundaries of Tax Increment Financing District IV.

Council Member Andersen moved,seconded by Council Member Allen,to approve an
engineering agreement with Klingner and Associates,P.C.in the amount of $108,000 plus
reimbursables estimated at $10,000 for laboratory testing for a PFAS Water Treatment Study.
Wayne Carl,Public Works Director,reported that the City has been following the IEPA
recommendations for public notice,which has included issuing numerous press releases,

customer notice sent to all residents,and information being posted on the City’s website
regarding PFAS. Below are the three recommendations from the IEPA:
1.Inform consumers of the results (direct mail, website)
2.Initiate quarterly monitoring of all raw water sources and finished water for PFAS
3.Begin evaluating options and developing a plan and timeline to reduce public exposure
to PFAS
Council Member Schwartzman inquired about the expertise of Klingner and Associates for this
type of work.Director Carl stated that Klinger will also be using a sub consultant who is an
expert in the field, Burns & McDonnell, who will provide treatment options.

Council Member Allen moved,seconded by Council Member Hix,to approve a professional
services agreement with Klingner and Associates,P.C.in the amount of $29,500 plus an
estimated $500 for reimbursables for design and engineering of Gravel Pack Well #6 at the
Oquawka well field.

Council Member Allen moved,seconded by Council Member Cox,to approve a first amendment
to the agreement with Prairieland Animal Welfare Center to provide animal control services
which provides for a one-year extension until March 31, 2022.
Council Member Cox stated that he would be supporting this amendment and understands that
it is due to COVID restrictions,but he hopes that Prairieland will take this time to look at
alternative service solutions and cost.He would also welcome other organizations to submit
proposals for animal control and strongly believes that the cost needs to be reduced,even if the
City continues with Prairieland Animal Welfare Center.

Council Member Hix moved,seconded by Council Member Andersen,to approve the quote
from Bailey Excavating,Inc.in the amount of $23,000 to replace the septic tank at the
Galesburg Municipal Airport.

Council Member Hix moved,seconded by Council Member Dennis,to purchase a golf simulator
from Mark Kleine and aboutGolf in an amount not to exceed $24,125.It was noted that as of
right now,the only location large enough to hold the simulator is Hawthorne Gym.The City
Manager also stated that a new simulator would cost upwards of $50,000.

Council Member Allen moved,seconded by Council Member Cox,that the City Council sit as the
Town Board. The motion carried by voice vote.

Town Meeting on Tuesday, April 13th at the Galesburg City Hall.

Trustee Allen moved,seconded by Trustee Dennis,to resume sitting as the City Council.The
motion carried by voice vote.
CLOSING COMMENTS
Council Member Allen stated that the Stearman Fly In building is coming along and that they are
very appreciative to the City.
Council Member Schwartzman stated that he has had inquiries from constituents asking if the
water is safe to drink.City Manager Thompson stated that it is absolutely safe and that we are
currently below the State recommended level for PFAS.The EPA is evaluating PFAS and plans to
regulate them in the future.They are also currently gathering data to determine treatment
options.It was also noted that the PFAS Water Treatment Study should be complete in six
months.
Council Member Schwartzman also reported that there are many recreation activities that will
be happening soon such as the Easter Egg Hunt,adult softball,and others,that can be found on
the City ’s website.
He also thanked Chief Idle for meeting with Matt Jones,Bridgeway,as part of the Recovery
Oriented System of Care,which meets the 3rd Thursday of every month.Council Member
Schwartzman also thanked the Police Department for their seriousness with the recent hateful
letters that have been circulating regionally and believes they have taken a good approach to
the issue.
He also gave kudos to the Fire Department for the recent Lake Storey ice rescue that they
performed and reminded everyone that spring is on its way.
Council Member Hix congratulated the employees at Bunker Links for the good shape of the
course,which will soon allow carts,and the great start to memberships for the year.He also
congratulated the Illini for their number one seed in the NCAA tournament.
Mayor Pritchard reported that over 50 percent of residents over the age of 65 in the County
have been vaccinated and that thankfully case loads are declining.

Allen, to adjourn the regular meeting at 6:02 p.m.
