HomeMy WebLinkAbout06212021City Council Meeting Minutes5:25 p.m.Proclamation: Dennis Clark Day Galesburg City Council Regular Meeting City Council Chambers 55 West Tompkins Street, Galesburg, Illinois June 21, 2021 5:30 p.m. Called to order by Deputy Mayor Larry Cox at 5:30 p.m. Roll Call #1:Present:Council Members Bradley Hix,Wayne Dennis,Lindsay Hillery,Dwight White,Jaclyn Smith-Esters,Sarah Davis,and Larry Cox,7.Absent:Mayor Peter Schwartzman,1. Also Present:City Manager Todd Thompson,City Attorney Bradley Nolden,and City Clerk Kelli Bennewitz. Deputy Mayor Cox declared a quorum present. The Pledge of Allegiance was recited. Bonnie Ericson gave the invocation. Council Member Dennis moved,seconded by Council Member Smith-Esters,to approve the minutes of the City Council’s regular meeting from June 7, 2021. Roll Call #2: Ayes:Council Members Hix, Dennis, Hillery, White,Smith-Esters, Davis, and Cox, 7. Nays:None Absent:None Chairman declared motion carried. CONSENT AGENDA #2021-12 All matters listed under the Consent Agenda are considered routine by the City Council and will be enacted by one motion. 21-2015 Approve Resolution 21-13 authorizing the temporary closure of Main Street for the River 2 River Cruise Night event on August 20, 2021. 21-2016 Approve Resolution 21-14 approving the eligibility of the City Clerk to participate in the Illinois Municipal Retirement Fund. 21-2017 Approve Resolution 21-15 approving the purchase of an existing four-stall truck shed by the Water Division from the Street Division in the amount of $85,000. 21-4062 Approve the disposal of three paratransit vehicles that are beyond their useful life. June 21, 2021 Page 1 of 4 21-8011 Approve bills in the amount of $1,340,985.34 and advance checks in the amount of $153,018.46. PASSAGE OF ORDINANCES AND RESOLUTIONS 21-1011 Ordinance on first reading amending Traffic Appendix X of Chapter 77 of the Galesburg Municipal Code to restrict parking on the north side of Knox Street near Whitesboro Street during school hours only.Public Works Director Wayne Carl confirmed that there will only be one lost space near Lombard School with this change. 21-1012 Ordinance on first reading amending Traffic Appendix V of Chapter 77 of the Galesburg Municipal Code to restrict parking on Pine Street across from 421 Pine Street. 21-1012 Ordinance on first reading amending Traffic Appendix D of Chapter 76 of the Galesburg Municipal Code designating the intersection of Kellogg Street and Tompkins Street as a four-way stop intersection.Director Carl noted that the City will be conducting a traffic count for this intersection this year. BIDS, PETITIONS, AND COMMUNICATIONS PUBLIC COMMENT Ray Pickrel addressed the Council and stated that the crosswalks are not well marked at Locust and Knox Streets near Lombard School. CITY MANAGER’S REPORT A.The City recently received notice that it has been awarded a $2 million ITEP grant for the multi-use path along South Lake Storey Road that would connect the existing patch and make a full loop around Lake Storey. B.June Traffic Advisory Committee report received. MISCELLANEOUS BUSINESS (Agreements, Approvals, Etc.) June 21, 2021 Page 2 of 4 21-4063 Council Member Dennis moved,seconded by Council Member Hillery,to approve the purchase of cell phone,social media and other digital information,extraction software and hardware from Grayshift LLC in the amount of $15,220. Roll Call #4: Ayes:Council Members Hix, Dennis, Hillery, White,Smith-Esters, Davis, and Cox, 7. Nays:None Absent:None Chairman declared motion carried. Council Member Smith-Esters moved,seconded by Council Member Hillery,that the City Council sit as the Town Board. The motion carried by voice vote. TOWN BUSINESS 21-9013 Trustee Hillery moved,seconded by Trustee Davis,to approve Town bills and warrants be drawn in payment of same. Fund Title Amount Town Fund $5,482.68 General Assistance Fund $3,896.88 IMRF Fund Social Security/Medicare Fund Liability Fund Audit Fund $8,550.00 Total $17,929.56 Roll Call #5: Ayes:Trustees Hix, Dennis, Hillery, White, Smith-Esters,Davis, and Cox, 7. Nays:None Absent:None Chairman declared motion carried. 21-9014 Trustee Davis moved,seconded by Trustee Smith-Esters,to approve Resolution 21-01 approving the eligibility of the Township Assessor to participate in the Illinois Municipal Retirement Fund. Roll Call #6: Ayes:Trustees Hix, Dennis, Hillery, White, Smith-Esters,Davis, and Cox, 7. Nays:None Absent:None Chairman declared motion carried. Trustee Smith-Esters moved,seconded by Trustee Dennis,to resume sitting as the City Council. The motion carried by voice vote. June 21, 2021 Page 3 of 4 CLOSING COMMENTS Council Member Hix congratulated Bryan Luedtke and Bunker Links for being one of the 30 best golf courses listed in GOLF Magazine in the Midwest category.He also noted that he is planning a golf outing fundraiser with Father Deus on September 11th.Money raised will help with church building in Tanzania. Council Member Smith-Esters applauded the City crews for the clean up from the storm over the weekend.She also stated that she attended the Juneteenth celebration on Saturday and hopes that it continues to get bigger and better. Council Member Davis gave belated best wishes for the Juneteenth celebration since she was unable to attend.She also expressed her excitement over the new library construction.Council Member Davis reminded everyone that it is still Pride Month and wished all a happy celebration. Deputy Mayor Cox also expressed his excitement over the new Library construction and encouraged the City and Bunker Links to issue a press release regarding the GOLF Magazine article.
