Call to Order The meeting was called to order by David Christensen at 3:00 p.m. 2. Roll Call: Present David Christensen David Carlton Phillip Wolford (FBO Rep) Ken Springer (KCAP Rep) Bradley Hix (Council Liaison) Absent Aaron Repp (Chairperson) Ex-Officio Don Miles (Director of Parks & Recreation) Eric Hanson (City Manager) Public Members in Attendance Scott Delawder 3. Approval of Minutes: September 19, 2024, Meeting Phillip Wolford made a motion to accept the minutes as presented and seconded by Ken Springer. The motion passed unanimously. 4. Updates and Reports: a. FBO Update (Phillip Wolford) Nothing to report. b. Airport Manager Update (Eric Hanson) Plans for the fuel island and parking lot projects have not been received. Airport consultant will be contacted very soon to discuss the timelines for both projects along with the Airport Layout Plan. Upcoming projects are the resurfacing of 3-21 and the replacement of the runway lighting. The lighting project has two phases, design in 2026 and installation in 2028. This project looks to be federally funded. The width of runway 3- 21 has yet to be determined. c. Airport Maintenance Update (Don Miles) Hangar painting is complete, the sidewalk to Jet Air has been completed and a smaller awning will be placed over the walk door, crack sealing was completed mainly on taxiway A, we are still waiting for the gate to be installed in the relocated fence to finish off the project. 5. Old/Tabled Business: a. Status - IDOT Inspection (Sept 2023) – tree removals and runway safety area (RSA). Miles: tree removals will happen this winter depending on ground conditions. b. Classification as a regional airport. Galesburg was classified as a Regional Airport. A huge thank you to all involved with this achievement. This designation will assist the airport with receiving future projects. c. Private hangar construction. Hanson: Draft lease needs more work, better details. Contact of other communities to compare leases before a final draft can be proposed. d. Hangar leases. Work still needs done to get the property taxes included into current hangar leases. e. Funds for the demolition of the old terminal building, did not make it into the 2025 budget. Hanson stated that he would look to see if there could be anything done to get this project accomplished in 2025. f. Ameren transformer. Miles stated he would contact Ameren about the transformer issue in the parking lot. 6. New Business: a. Update from IDOT Aeronautics/FAA TIP Meeting. As discussed earlier in the meeting, resurfacing of 3-21 and the lighting project are in line to be completed in coming years. Apron reconstruction is slated for 2029. 7. General Discussion of other Airport Related Topics None. 8. Citizen Comments Scott Delawder discussed some findings about hangar building codes. He discussed fire suppression, property taxes and leases and in other communities. Hanson stated that he would be working towards a solution to the private hangar lease process. 9.
