MINUTES
August 21, 2025 3:00 p.m.
International Stearman Community Center, Stearman Building, Second Floor
1. Call to Order
The meeting was called to order by Aaron Repp at 3:01 p.m.

3. Approval of Minutes: July 17, 2025, Meeting
Ken Springer made a motion to accept the minutes of the meeting as presented and seconded by
Christensen. The motion passed unanimously.
4. Updates and Reports:
a. FBO Update (Phillip Wolford)
Phillip Wolford stated that they were preparing for the Galesburg Area Chamber of
Commerce event that will be held next week in the Stearman Building and have done
some maintenance and painting in the building for the event. He commented that good
progress is being made on the crack sealing of the hangar pavement.
b. Airport Manager Update (Aaron Gavin)
Aaron Gavin provided the Airport Manager update stating that it is anticipated that the
fuel farm project will be advertised for bid in the 1st week of September and will be
advertised for at least one month prior to opening bids. Toby Myers stated that the the
existing tanks have not passed inspection for the last two months and reiterated the
importance of the project getting done.
Aaron stated that there were no updates to the parking lot project. Staff is still waiting
on the intergovernmental agreement from IDOT that will allow the project to be
executed. Aaron also stated that the Airport Layout Plan project was progressing.
Aaron stated that a company , Virtower, would be installing equipment next week at the
airport that will be getting aircraft counts for the State. He stated that he would have
access to the live information as it is gathered. There was discussion on where best to
install the equipment and Jet Air staff stated that they should be around to guide the
installers on where to put the equipment. There were also questions regarding how the
counts were done and what all aircraft it would pick up. Ken Springer asked if the data
would help with our counts for our regional Airport status. Aaron stated that he would
know more once it is installed, and he has access to the database.
Aaron also stated that as of now, the demolition of the old terminal building was in the
budget for next year. But the budget is under review and won’t be finalized until the end
of the year. He also stated that the AWOS system was down again and that we were back
in the process of waiting on the State’s contractor to troubleshoot and source parts.
Aaron stated that he was going to continue to look into alternative options.
Aaron stated that Council Liaison Bradley Hix resigned from City Council and that it would
be effective at the end of August. The Mayor is responsible for selecting a new Council
Liaison to sit on the Commission. He would be looking into who might be interested and
it may have to wait until a replacement is selected for Bradley’s Ward 1 seat. Aaron also
stated that it is planned to hold a ceremony for Harrel Timmons and the renaming of the
airport during the Stearman Fly-In. He will let everyone know when a date and time is
confirmed.
c. Airport Maintenance Update (Don Miles)
Don stated that he is still waiting on a confirmation date for the delivery of the new
airport signage from Galesburg Sign and Lighting. Staff will continue crack sealing this
week and then will finish up after the Stearman Fly-in. Don also stated that they plan on
getting some work done on securing the terminal building but asked if Jet Air could
clean up some of their items in the area. It was asked if there were any holes in the
Stearman runway that needed filled. Don said that he would get a load of dirt out there
soon.

7. General Discussion of other Airport Related Topics
Toby Myers stated that Wright Tree Service is trimming trees along Pickard Road. He also
asked if items needed to be moved out of the fuel farm area and whether the storage
container needed to be moved for the fuel farm project. Aaron Gavin stated that he
would look at the layout for the new fuel farm and let him know. Phillip Wolford asked if
there was any updates from the company interested in building a hangar. Aaron Gavin
stated that he had exchanged emails and supplied information to them and the process
was moving forward. Aaron Repp asked if anyone had talked with Dean Maupin to see if
he is still interested in building a private hangar. Aaron Gavin stated that he had not spoke
with him.

10. Adjournment: A motion was made by Ken Springer, seconded by David Christensen, to adjourn
the meeting at 3:28 p.m.
