AGENDA ITEM: Approval of the purchase of the Intrado 911 phone system hardware and
software.
SUMMARY RECOMMENDATION: The City Manager, and Police Chief, Police recommend
the approval of purchase of the Intrado 911 phone system upgrade for a price of $378,262.87
BACKGROUND: This purchase will be paid for through a grant from the State of Illinois.
Remaining costs are being paid for by The Knox County Emergency Telephone Systems Board
(ETSB). There will be no cost to the city. The 911 phone system is the Intrado system and was
originally purchased in 2015. These software based phone systems have an expected 5-7 year life
span. The current system is due for an upgrade.
BUDGET IMPACT: This purchase will be paid for entirely by the grant and ETSB. There will
be no budget impact to the city due to this purchase.

The Galesburg/Knox County 911 Center is updating the 911 phone switch software that runs the
911 system. This has been authorized by the Knox County ETSB board and is being funded
through a grant from the State of Illinois. Our current system is run by Intrado and the decision
has been made to upgrade this system. As this is an upgrade and not a new purchase, no other
quotes can be obtained. Please allow this letter to serve as justification for a sole source
purchase.

the approval of purchase of the Nelson Systems 911 phone system recorder upgrade for a price of
$58,450.00
BACKGROUND: This purchase will be paid for through a grant from the State of Illinois.
Remaining costs are being paid for by The Knox County Emergency Telephone Systems Board
(ETSB). There will be no cost to the city. The 911 phone system recorder is 13 years old. The
system is analog and needs to be upgraded to digital.

well as the non-emergency lines at the public safety building. This is being funded by a grant
through the State of Illinois. The Eventide system purchased through Nelson Systems is being
updated. As this is only an upgrade, no other vendors may submit a quote. Please accept this
letter as justification for a sole source purchase.
