AGENDA ITEM: Change order to demolition agreement with Brown Excavation for the
demolition 820 E Fifth.
SUMMARY RECOMMENDATION: The Interim City Manager, Director of Community
Development, Code Compliance Supervisor, and Purchasing Agent recommend approval of the
change order in the amount of $31,675 for additional asbestos removal.
BACKGROUND: At the September 19, 2022 meeting, Council approved a demolition contract
with Brown Excavation for the demolition of the property at 820 E Fifth. Prior to the project going
out for bid, the city had an asbestos inspection performed by Klingner and Associates. Abatement
specifications were drafted as part of the inspection and included in the city’s bid packet. Once
the contractor’s asbestos removal company was on site, additional asbestos containing materials
were discovered under multiple layers of flooring and debris in the building and will need to be
removed, resulting in an additional cost to the contractor. The original contract of $118,994 and
the increased amount of $31,675 will bring the new amount to $150,669, which is a 26.62%
increase to the original amount.
BUDGET IMPACT: There are sufficient funds available in the Property Redevelopment (Fund 23)
to cover the additional expense.
