*Funds from a previous Help Eliminate Lead Program (HELP) have also been used to supplement
renovations in this program.
Renovations on 68 homes have been completed, 15 homes are under contract and will be
completed soon.

29 Public Square (former Broadview hotel) project is almost closed out
140-144 E Main St is under contract and will be completed within 90 days

Western Illinois Regional Council is working on the grant application which will be
due in January, and we anticipate asking for the maximum of $650,000.

We are always on the lookout for other possibilities. In the coming months we will be discussing with WIRC
about the Pathways to Removing Obstacles to Housing (PRO Housing) grant and the Healthy Homes grant
which are both through HUD as potential opportunities to apply for in FY24.
FUTURE PROJECTS (2024)
• SUBDIVISION HOUSING INFRASTRUCTURE GRANT
$400,000 to assist a developer with public infrastructure expenses related to constructing new
Residential Housing Subdivision
• POTENTIAL HOUSING PROJECT
We are underway with a Housing Study and anticipate it will be completed in Spring/Summer
2024. Recommended projects would then be planned and placed in the 2025 budget, but if there
are low cost recommendations, we have a small amount of funds in the FY24 budget for a minor
project that could be done immediately.
• KNOX LAUNDRY ENVIRONMENTAL CLEANUP
FY23 we were approved for a Targeted Brownfield Assessment and the Illinois Environmental
Protection Agency has been on site for testing and is working on the report. Once received, we
anticipate being eligible to apply for Federal grant opportunities for remediation. In case local
match is required, we have funds in the FY24 budget.
FUTURE PROJECTS (2024)
• TRANSIT
• We have a $900,000 IDOT grant toward purchase of 2 fixed route buses (*we have a request in to IDOT
to use these funds on Medium to Super Duty buses instead of larger fixed route buses)
• We have a $100,000 grant to purchase new dispatch software to replace an older system that does
not meet current scheduling needs. The new software will allow dispatchers to see all client
schedules at one time and the location of buses in real time to make scheduling more efficient.
• We have a $150,000 grant to conduct a comprehensive study of our transportation system and the
potential for expanding into Knox County
