Minutes TO: E.T.S.B. Members FROM: Jenni Moser, Secretary II DATE: June 18, 2020 SUBJECT: Galesburg/Knox County E.T.S.B. Meeting Minutes June 18, 2020 The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held on Thursday, June 18, 2020 at 9:00 a.m. in the EOC Auditorium Conference Room at the Public Safety Building, 150 South Broad Street, Galesburg, Illinois. PRESENT: Police Chief Russell Idle – Law Enforcement- E.T.S.B. Chairman, Randy Hovind – Galesburg Fire Chief, Richard Springer – G.H.A.S., Timothy Robbins of Western Illinois Firefighters Association (WIFA) member, Jared Hawkinson – Knox County Board Member, Sid Carlson – Member-at-Large, Zachary Crowl – Member-at-Large, Nate Clark - Motorola Representative, Amanda Jennings – 911 Coordinator, Cameron LeMaster – Information Systems Technician and Jenni Moser – Secretary II. Also present was Lieutenant Hostens. ABSENT: Knox County Sheriff Dave Clague– E.T.S.B. Vice Chairman and Robin Davis – Knox County Treasurer MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. A quorum was declared. Board Member Crowl motioned to approve the minutes of the February 20, 2020 meeting. Board Member Springer gave a second. All were in favor. APPROVE: FINANCIAL REPORT: The current fund balance is $2,385,370.66. Liabilities: Month Bills Total March $12,406.18 April $52,428.15 May $28,337.70 June $6,023.88 Amanda mentioned there were four months of bills provided. Some that she wanted to make note of: 1. June – Watson – this is for a work station that failed, there were no spare parts. An emergency order was put in place to get it repaired. 2. May – Console Cleaning Specialist for the annual cleaning of dispatch. This went very well. When COVID19 hit hard, the specialists from Werner Restoration came in and deep cleaned as well. Chief Hovind suggested that they make sure the bills are coded to the COVID19 project code as 75% of the expenses could be eligible for reimbursement. Lieutenant Hostens talked to the owner of Werner regarding an air cleaning system that they were going to provide him a quote on. He has not received it yet. Amanda stated they purchased a UVC sterilizer that is used after the surfaces have been cleaned, it takes about 28 seconds to kill viruses. It is very powerful, users have to be trained on it and wear safety glasses. Member Springer said they have something similar in the ambulances they use and it is really good. Member Hawkinson motioned to approve the Financial Report and the Bills. Member Robbins seconded the motion. Motion approved. The call volume started going back up in May. Item #2 Equipment Backup laptops were purchased for $3,368.48 for the Unified Command Vehicle to have backup workstations for dispatch should the need to evacuate the call center become necessary. They still need to get a wireless router. The antenna for Abingdon Fire was replaced due to issues hearing communications. Nate said he spoke with Abingdon Chief and the problems seem to be resolved with the new antenna. Item #3 Communications Center Currently have: • Staffing – Dispatch is fully staffed. o Ken Jones, former Police Chief for Abingdon was hired on 3/9/2020. Amanda said she expects he will be released mid July. • Training: o All training has been done in house with Rapid SOS. They provide enhanced location data to dispatch directly from the device, not based on tower proximity. o Dispatchers completed online Assault/Abuse training. o A member of dispatch is now part of a Western Illinois Peer Support Group. They have meetings and will provide trainings. Knox County is the only agency with a dispatcher on this Group so far. o In August, there will be a Stress Management training held in Chicago. • Surcharge – Amanda stated this was set to sunset in December of 2020, but the state pushed it back to December 2021. NATE CLARK – Motorola He is working with the Health Department to get communications set up for them. UCP needs a couple updates due to the new fire frequency. Working on OPS2 issues today. Also working on disaster plans at PSB RANDY HOVIND – Galesburg Fire Department Held conversations with Nate regarding updating pagers. Nate said he would like to discuss that further. He is not sure how deep the reductions will run. He will keep the Board informed on the budget progress. SID CARLSON – Member at Large Stated that their call volume was down significantly but May was above average. RICHARD SPRINGER – G.H.A.S. Stated they were tracking the first 11 weeks of the COVID shutdown versus the last 11 weeks. He stated their 911 calls were down 24%, the transfers were down in the mid 30%. At the worst, calls were down 39% and transfers 40%. He stated that there was one emergency department that had only 2 patients in a day. RUSSELL IDLE – Board Chairman - Police Chief Stated he has been dealing mostly with COVID19 and the current civil unrest issues. DAVID CLAGUE – Board Vice Chairman - Knox County Sheriff Absent ZACHARY CROWL – Member-at-Large Thanked the Board Members for welcoming him. Chairman Idle stated that Zach replaced John Kuelper. OLD BUSINESS N/A NEW BUSINESS Annual Equipment Maintenance Amanda stated she received the quote for the quarterly equipment maintenance for $7,914. Discussion was held regarding funds being available for the replacement of CAD. Microsoft Office: The quote for the Microsoft Office software was presented in the amount of $3,049.92. Member Springer motioned to approve the quote as presented. Member Crowl seconded the motion. Motion approved. UPS Backups: Amanda provided a quote for 7 batteries that were needed in the amount of $3,761.10. Member Hawkinson motioned to approve the quote as presented. Member Robbins seconded the motion. Motion approved. Phone System Maintenance: Amanda provided a quote for the annual maintenance of the phone system totaling $50,708. She recommended removing the onsite maintenance which would lower the quote to $26,708. This covers any needed updates and antivirus software. Discussion was held regarding an add on to the quote for an updated reporting system that would reduce the amount of time Amanda spends creating various reports. Amanda stated she would like to research that more before recommending it, but does recommend the CITY OF GALESBURG Public Safety Operating Under Council – Manager Government Since 1957 Page 4 | 4 Maintenance portion totaling $26,708. Discussion was held on if it would be cheaper to get a longer-term agreement. Amanda stated she would look into it and advise the board. Member Hawkinson motioned to approve the quote in the amount of $26,708 with the condition that if it was cheaper to do an extended agreement, then that would be approved instead. Member Springer seconded the motion. Motion approved. Warren County: Discussion was held regarding the possibility of consolidating. Amanda will update the Board as more information becomes available. Backup Facility: Amanda said that they have been in contact with City officials regarding any possible City properties that could potentially be used for a backup facility. There are no locations available at this time. The next meeting will be August 20, 2020. PUBLIC COMMENTS None Board Member Hawkinson moved to adjourn the meeting which was seconded by Board Member Carlson. All approved adjournment.
