SUBJECT: Galesburg/Knox County E.T.S.B. Meeting Minutes April 15, 2021
The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held
on Thursday April 15, 2021 at 9:00 a.m. in the EOC Auditorium Conference Room at the Public Safety
Building, 150 South Broad Street, Galesburg, Illinois.
PRESENT: Police Chief Russell Idle – Law Enforcement- E.T.S.B. Chairman, Knox County Sheriff Dave Clague–
E.T.S.B. Vice Chairman, Randy Hovind – Galesburg Fire Chief, Jared Hawkinson – Knox County Board
Member, Sid Carlson – Member-at-Large, Richard Springer – G.H.A.S., Timothy Robbins of Western Illinois
Firefighters Association (WIFA) member, Zachary Crowl – Member-at-Large, Nate Clark and Lyle Little-
Motorola Representatives, Amanda Jennings – 911 Coordinator, Cameron LeMaster – Information Systems
Technician and Courtney LaFollette. Also present was Jenni Moser – Secretary II.
ABSENT: Robin Davis – Knox County Treasurer
MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. A quorum was declared. Board Member
Hawkinson motioned to approve the minutes of the February 18, 2021 meeting. Board Member Carlson
gave a second. All were in favor.
APPROVE:
FINANCIAL REPORT: The current fund balance is $2,953,905.34.

Chairman Idle stated they received quotes for investing the balance from three different banks. The highest
quote was from Midwest Bank. The Chairman recommended splitting up the investment equally between
the 4 different rates to ensure there was always money to come due.
Member Carlson motioned to approve the investments.
Member Robbins seconded the motion. Motion approved.
Discussion was held on the Treasurer and Financial Reports. Amanda stated the surcharge amount was
down a bit due to COVID. It was trending low still.
Member Springer motioned to approve the Financial Report.
Member Clague seconded the motion. Motion was approved.

The call volume is steady. The past two weeks the calls have gone up, especially this last week.
Item #2 Equipment
Backup Location – FISH will be moving to the old Rheinschmidts building on West Main Street. Amanda
stated they are working to get the current FISH building as a backup building for Communications. It already
has equipment there and the tower is located there as well. Member Hawkinson stated that FISH should
be moved by the end of the year.
Item #3 Communications Center
Currently have:
• Staffing – They have a new hire in training now. Next week she will move to the classroom section.
• Training:
o Staff training included: Stress Management, Severe weather, Pipeline, Tactical Dispatch.
o Next week will be Peer Support training.
o This week is Telecommunicators Appreciation Week.
NATE CLARK – Motorola
The Oak Run pages are working. Said they had one page they did not receive, but he believes it was due to
other factors.
The GPD light bar issues. Over 12 calls on the new product in 6 months, compared to the old ones that GPD
had for 15 years and only 6 service calls. The company has great customer service, just trying to get them
all going.
Stated that it is lightening season and asks that everyone keep that in mind with their equipment. They are
super busy this time of year.
Working on the Henry County fiber connections.
RANDY HOVIND – Galesburg Fire Department
Mass Vaccination Clinic. Having issues with the location.
COVID numbers are creeping up.
Finished the EOP, COOP, COG and Alternative Housing Plan.
Working on the multiyear training plan now.
Haz Mitigation Plan
Siren issues. Amanda said in the last two months the issues have increased and the system is struggling. It
will randomly shut down, shows all the sirens as red and they have to restart it. Discussion was held
regarding the 20+ year old system, combining the entire county to one system and what entities were
responsible for what costs. Amanda stated they received a quote from Supreme to initiate work was
$76,000 and the finish it would be another $90,901 for sirens in Galesburg. All agreed to discuss this more
at the next meeting.
Battalion Chief Farrell is working on the portable radios and a 5 year deal.
Currently have 2 in academy with 3.5 weeks left.
Potentially have another Firefighter turning in his retirement letter soon.

RICHARD SPRINGER – G.H.A.S.
Stated their call numbers are going back up now.
He sits on the CSC board. They are meeting weekly regarding getting vaccines going. CSC is helping the end
of March, beginning of April.
RUSSELL IDLE – Board Chairman - Police Chief
Hospitals in Peoria are full, not all COVID cases, but this is pushing them to transport to Iowa City and other
hospitals. The ambulances and staff are unavailable for longer periods of time due to this.
DAVID CLAGUE – Board Vice Chairman - Knox County Sheriff
He stated that they have 3 patrol, 3 courthouse security that are all out. An employee hired 9 months ago
and he is talking about leaving to go back to his hometown. Discussion was held on turnover and paying for
training.
Computers – The State’s accident reporting software update created issues for the County. The issue was
eventually fixed, but it took all operating systems out. Current computers are Windows 7. They plan to
replace all computers and squad computers.
ZACHARY CROWL – Member-at-Large
Stated the County schools all have around 30 – 35 more days of school this year. The COVID numbers are
all over the place. They hope to continue as is as long as possible.
OLD BUSINESS
Software – ProPhoenix was selected. Amanda stated they are reviewing the 25 page contract going line
item by line item.
Renovation Feasibility Study – Have a phone call with Wold tomorrow. Then April 29 will be the kick off
meeting.
NEW BUSINESS
Amanda’s furniture – Amanda is very pleased with the furniture for her office. She thanked the board for
their support. The bill is from OSI was just under $7,500.
Amanda also presented the Annual Financial Report.
Member Hawkinson motioned to approve the report as presented.
Member Robbins seconded the motion. Motion approved.
Grant for NG 9-1-1 Expenses
Amanda stated they submitted a grant for NG 9-1-1 expenses and received a tentative approval for
$317,688.42. Every 5 – 7 years there will be a need to upgrade the phone systems. We are currently in year
6. The grant will go toward upgrades to the phone system and recorder system.
Budget for Cameras
Chairman Idle stated the PD was reimbursed $60,000 for the camera purchases through a grant.

Board Member Springer moved to adjourn the meeting which was seconded by Board Member Robbins.
All approved adjournment.
