Meeting Minutes June 17, 2021 The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held on Thursday June 17, 2021 at 9:00 a.m. in Chief Idle’s office at the Public Safety Building, 150 South Broad Street, Galesburg, Illinois. PRESENT: Police Chief Russell Idle – Law Enforcement E.T.S.B. Chairman, Knox County Sheriff Dave Clague– E.T.S.B. Vice Chairman, Randy Hovind– Galesburg Fire Chief, Jared Hawkinson– Knox County Board Member, Richard Springer– G.H.A.S., Zachary Crowl– Member-at-Large, Lyle Little– Supreme Radio Representative, Amanda Jennings– 911 Coordinator, Cameron LeMaster– Information Systems Technician and Courtney LaFollette. ABSENT: Robin Davis– Knox County Treasurer, Sid Carlson – Member-at-Large, Timothy Robbins of Western Illinois Firefighters Association (WIFA) member and Nate Clark– Motorola Representative. MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. A quorum was declared. Board Member Crowl motioned to approve the minutes of the April 15, 2021 meeting. Board Member Clague gave a second. All were in favor. APPROVE: FINANCIAL REPORT: The current fund balance is $3,047,655.37. Liabilities: Month Bills Total May $33,124.73 June $24,784.53 Discussion was held on the Treasurer and Financial Reports. Amanda stated the current balance is just over 3 million and surcharge amount is still trending low, due to COVID. First payment to ProPhoenix will be on the next statement. Also, City Hall sent accounting expenses for next year, which will be $2,295 for their accounting processing. Member Hawkinson motioned to approve the Financial Report. Member Crowl seconded the motion. Motion was approved. REPORTS AMANDA JENNINGS – Galesburg/Knox County 911 Coordinator Item #1 – 9-1-1 Call Totals Month 911 & Admin total 9-1-1 Calls Cell Landline VOIP Abandoned April 10,755 2,159 1,574 269 100 214 May 11,853 2,363 1,784 230 122 225 The call volume is on the rise. First and second shift have been extremely busy. It is unknown whether this would cause any interference with our systems. Other concerns and possible plans of actions were discussed. Member Clague motioned to not approve others utilizing space near our public safety communications equipment. Member Hawkinson seconded the motion. Motion was not approved. NG 9-1-1 grant has been received in the amount of $317,688.42. Upgrades to the phone system and recording will be starting soon. Item #3 Communications Center/Training Currently have: • Staffing – Jacinta Boynton will be transitioning from classroom to on-the-floor training next week. Stacy Dunham is currently training in records and will start classroom training next week. • Training – 2 new CTO’s will certify in August and November. LYLE LITTLE – Motorola Nothing knew to report. Everything is currently running smooth. RANDY HOVIND – Galesburg Fire Department Siren on the VFW property is currently being repaired, which will be costly. Battalion Chief David Farrell received bids for 20 new portable radios and was advised the city would cover half the expense. Haz Mitigation Plan grant for $42,612 was received. The plan will expire after 6 years. JARED HAWKINSON – Knox County Board Direct deposit from the US Treasury for 4.826 million dollars was received. Will receive another deposit for the same amount in April 2022. First meeting scheduled for June 21,2021 to discuss plan for spending funds. Deadline for feedback will be July 8, 2021 with the final rule 2 weeks later. RICHARD SPRINGER – G.H.A.S. Call volume is currently through the roof. Receiving 60+ calls a day including 10-12 out of town transfers. RUSSELL IDLE – Board Chairman - Police Chief Officer Howard started field training last week. There is currently 1 opening in the department, 2 in training and 1 injured. 3 shootings last week without any injuries. Getting ready for Railroad Days and 4th of July, plan on doubling man power for the events. Member Clague mentioned deputies are available to assist if needed. DAVID CLAGUE – Board Vice Chairman - Knox County Sheriff Jail is currently open without restrictions. A cell has been made available for inmates to quarantine upon intake to help prevent the possible spread of COVID 19. Staffing is currently down and number of reports increasing. ZACHARY CROWL – Member-at-Large School is out for the summer. Everything is moving forward as planned. NEW BUSINESS Sirens – Member Hovind advised he was told the sirens are not the issue, it is the controller that sets the sirens off that is causing the problem. Cameron found old back-up equipment and currently has siren running, but is unsure how long it may last. It was agreed that this is a City project. PUBLIC COMMENTS None Board Member Springer moved to adjourn the meeting which was seconded by Board Member Clague. All approved adjournment. The next meeting will be held on Thursday, August 19, 2021 at 9:00 a.m. at the Galesburg Public Safety Building, 150 South Broad Street, Galesburg, Illinois.
