Minutes TO: E.T.S.B. Members FROM: Courtney LaFollette, Public Safety Clerk DATE: October 21, 2021 SUBJECT: Galesburg/Knox County E.T.S.B. Meeting Minutes October 21, 2021 The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held on Thursday October 21, 2021 at 9:00 a.m. in Chief Idle’s office at the Public Safety Building, 150 South Broad Street, Galesburg, Illinois. PRESENT: Police Chief Russell Idle – Law Enforcement E.T.S.B. Chairman, Jared Hawkinson– Knox County Board Member, Richard Springer– G.H.A.S., Sid Carlson – Member-at-Large, Zachary Crowl– Member-at- Large, Nate Clark– Motorola Representative, Amanda Jennings– 911 Coordinator, Cameron LeMaster– Information Systems Technician and Courtney LaFollette. ABSENT: Robin Davis– Knox County Treasurer, Timothy Robbins of Western Illinois Firefighters Association (WIFA) member. MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. A quorum was declared. Board Member Crowl motioned to approve the minutes of the June 17, 2021 meeting. Board Member Springer gave a second. All were in favor. APPROVE: FINANCIAL REPORT: The current fund balance is $2,902,573.86. Liabilities: Month Bills Total July $140,338.33 August $57,592.27 September $124,054.91 October $28,727.03 Discussion was held on the Treasurer and Financial Reports. Member Hawkinson motioned to approve the Financial Report. Member Carlson seconded the motion. Motion was approved. All shifts have been extremely busy and are hoping for a slowdown. There are currently 2 dispatchers in training and 2 in the background phase of the hiring process with hopes to start 1st-mid November. A Crisis Communication course was held virtually in the PSB auditorium that a few dispatchers were able to attend. Amanda stated that due to staffing shortages she will be the only one attending the IPSTA conference Sunday- Wednesday this year. NATE CLARK – Motorola The issue with the voter on OPS2 has been resolved as well as the Williamsfield Fire issue. Galesburg Fire Department’s portables have been ordered. He has had a hard time getting equipment due to shipping issues. JARED HAWKINSON – Knox County Board Member Hawkinson advised the budget will be going up for approval and will take effect on November 1st. Property values are up and the county tax rate is down. RICHARD SPRINGER – G.H.A.S. None RUSSELL IDLE – Board Chairman - Police Chief The department currently has 2 officers in school and 2 openings with plans to hire 3 in January. Police candidate testing has officially ended resulting in 7 candidates on the eligibility list. ZACHARY CROWL – Member-at-Large None OLD BUSINESS Public Safety Software System – Amanda has been working on interfacing and adding information to the new system. Admin training is scheduled for the week before Thanksgiving with user training to follow. Further discussion was held regarding the invoicing and payments. Amanda advised there will be expenses coming for the servers and licensing for the GIS component. Feasibility Study— Wold provided an option analysis with 3 different options that included a floor plan, scope narrative and project budget. Everyone agrees that the 3rd option is the best overall. NEW BUSINESS None PUBLIC COMMENTS None Board Member Carlson moved to adjourn the meeting which was seconded by Board Member Hawkinson. All approved adjournment. The next meeting will be held on Thursday, December 16, 2021 at 9:00 a.m. at the Galesburg Public Safety Building, 150 South Broad Street, Galesburg, Illinois.
