Meeting Minutes December 16, 2021 The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held on Thursday December 16, 2021 at 9:00 a.m. in Chief Idle’s office at the Public Safety Building, 150 South Broad Street, Galesburg, Illinois. PRESENT: Police Chief Russell Idle– Law Enforcement E.T.S.B. Chairman, Randy Hovind– Galesburg Fire Chief, Jared Hawkinson– Knox County Board Member, Richard Springer– G.H.A.S., Zachary Crowl– Member- at-Large, Timothy Robbins of Western Illinois Firefighters Association (WIFA) Member, Nate Clark– Motorola Representative, Amanda Jennings– 911 Coordinator, Cameron LeMaster– Information Systems Technician and Courtney LaFollette. ABSENT: Sheriff David Clague- E.T.S.B Vice Chairman, Sid Carlson– Member-at-Large, Robin Davis– Knox County Treasurer MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. A quorum was declared. Board Member Springer motioned to approve the minutes of the October 21, 2021 meeting. Board Member Crowl gave a second. All were in favor. APPROVE: FINANCIAL REPORT: The current fund balance is $2,955,756.72. Liabilities: Month Bills Total November $49,018.54 December $29,595.93 Amanda advised the surcharge rate is down. A large payment has been made to Intrado for annual maintenance. Further discussion was held on the Treasurer and Financial Reports. Member Hawkinson motioned to approve the Financial Report. Member Springer seconded the motion. Motion was approved. REPORTS AMANDA JENNINGS – Galesburg/Knox County 9-1-1 Coordinator Item #1 – 9-1-1 Call Totals Month 911 & Admin total 9-1-1 Calls Cell Landline VOIP Abandoned October 10,948 2,467 1,728 306 181 247 November 9,747 2,099 1,484 215 194 203 The call volume is slowly starting to decline but there has been an increase in pursuits. There have also been a few weather-related phone issues, however 911 was not affected. The other 2 are currently in classroom training with hopes to begin on the floor training at the end of January and be ready for individual work in May or June. There will also be 1 dispatcher transitioning to records after the first of the year. A local MTU PowerPhone training program has been implemented consisting of 15 free online classes. NATE CLARK – Motorola There has been a significate price increase on equipment as well as increased shipping delays. Nate advised good charging habits and conditional chargers are necessary at this time while battery supply is scarce. There have been a few ISPERN issues on recent pursuits, however no problems were found and communication was never lost. A number of radios that have been discontinued. Further discussion was held regarding P25, with cost being the major concern. RANDY HOVIND – Galesburg Fire Department Money has been given to repair/replace the training tower. HazMat mitigation has been pushed back to March. The department is currently down 1 until May and the department has experienced their highest call volume since 2018. TIM ROBBINS – WIFA None JARED HAWKINSON – Knox County Board Starting a new fiscal year. RICHARD SPRINGER – G.H.A.S. IDHP and CMS has currently shutdown all ambulance traffic to Cottage hospital until further notice. Hospitals are full and understaffed including paramedics and EMTs. RUSSELL IDLE – Board Chairman - Police Chief There are currently 2 officers coming back from the academy to start FTO training, 3 leaving for the academy and 1 lateral transfer, leaving the current list exhausted by March. ZACHARY CROWL – Member-at-Large The district is also experiencing staffing issues. Christmas break will be starting next week. OLD BUSINESS Public Safety Software System – May possibly be ready to go live in June. Phone/Recorder – Plan to update systems soon. NEW BUSINESS Tone Remote Quote – Equipment is old and parts are no longer available. Zetron seems to be the best product moving forward. The plan is to order one and get it programmed. Member Hawkinson motioned to approve the Tone Remote Quote from Supreme Radio. Motion was approved. 2022 Meeting Calendar and 2022 Budget– Revenue is currently slightly down. A plan was made to reinvest 1.75 million. Member Hovind motioned to approve the 2022 Budget. Member Springer seconded the motion. Motion was approved. PUBLIC COMMENTS None Board Member Hovind moved to adjourn the meeting which was seconded by Board Member Springer. All approved adjournment. The next meeting will be held on Thursday, February 17, 2022 at 9:00 a.m. at the Galesburg Public Safety Building, 150 South Broad Street, Galesburg, Illinois.
