SUBJECT: Galesburg/Knox County E.T.S.B. Meeting Minutes February 23, 2022
The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held
on Wednesday, February 23, 2022 at 9:00 a.m. in Chief Idle’s office at the Public Safety Building, 150 South
Broad Street, Galesburg, Illinois.
PRESENT: Police Chief Russell Idle– Law Enforcement E.T.S.B. Chairman, Randy Hovind– Galesburg Fire
Chief, Jared Hawkinson– Knox County Board Member, Sid Carlson– Member-at-Large, Zachary Crowl–
Member-at-Large, Timothy Robbins of Western Illinois Firefighters Association (WIFA) Member, Nate
Clark– Motorola Representative, Amanda Jennings– 911 Coordinator, Cameron Lemaster– Information
Systems Technician and Courtney LaFollette.
ABSENT: Sheriff David Clague- E.T.S.B Vice Chairman, Richard Springer–G.H.A.S., Robin Davis– Knox County
Treasurer.
MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. A quorum was declared. Board Member Crowl
motioned to approve the minutes of the December 16, 2021 meeting. Board Member Hawkinson gave a
second.
All were in favor.
APPROVE:
FINANCIAL REPORT: The current fund balance is $3,039,211.00.
Liabilities:

February $19,030.86
The current balance is back up over 3 million again. Another ProPhoenix payment will be due within the
next couple of months as well as payment for the deep cleaning in dispatch that is currently underway.
Discussion was held regarding investments.
Member Hawkinson motioned to approve the Financial Report.
Member Crowl seconded the motion. Motion was approved.

Currently down 2 dispatchers that were near the end of their training. One did not make it through training
and the other went back to their previous job. Another trainee is currently in call-taking training and should
be ready to be released in May. Due to current staffing shortages and a retirement to come within the next
few months the city agreed to hire 4 new dispatchers. Interviews have just been conducted with testing to
follow next week.
CPR training is currently underway. As well as Crisis Communication Skills and Pipeline Emergency Response
and Damage Prevention which are both online training courses.
The 911 annual report has been submitted to the state.
NATE CLARK – Motorola
Still experiencing equipment delays and shortages. Will deliver items as soon as they are received.
Anticipating another price increase.
RANDY HOVIND – Galesburg Fire Department
Received grant for the training tower and paperwork has been submitted. Prices will increase March 1st.
Will be checking options for sirens in the county. Firefighter Yocum was hired this week and will be going
to the academy next week.
TIM ROBBINS – WIFA
None
JARED HAWKINSON – Knox County Board
County has ARPA funds that could be used for sirens.
SID CARLSON – Member-at-Large
2021 was a record year for call volume.
RUSSELL IDLE – Board Chairman - Police Chief
Department is down 9 officers with 3 leaving just this month. One officer was sworn this week. There are
currently 5 openings and testing to be held in May.
ZACHARY CROWL – Member-at-Large
None
OLD BUSINESS – None
NEW BUSINESS
Bylaws –
E.T.S.B. will follow city purchasing guidelines.
Member Hovind motioned to approve the bylaw changes.
Member Hawkinson seconded the motion. Motion was approved.
Elect Chairman and Vice Chairman –
Police Chief Idle is the current E.T.S.B. Chairman and Sheriff Clague is the current E.T.S.B. Vice Chairman.
Member Hawkinson motioned to keep these positions the same.

Member Crowl seconded the motion. Motion was approved.
Phone System Upgrade –
Replacement is recommended every 5-7 years; this year is year 7. Grant will cover equipment and
training/professional services. Will not cover maintenance. Discussion was held on paying for 5 years up
front or making payments annually.
Member Hawkinson motioned to approve an upfront payment.
Member Carlson Seconded the motion. Motion was approved.
Backup Phones –
Old cell phones used 3G and are now obsolete. The cell phones are currently used in to-go kits and in
dispatch for backup use. Been demoing AT&T FirstNet and have a rep coming in today. Amanda
recommends starting with 2 smartphones that will also allow use of hotspots if necessary and give priority
over the network. 911 provider will soon be AT&T as well.
TC Week –
Will be mid-April.
APCO Conference –
Did not happen last year due to Covid. Amanda would like to attend the National APCO conference in
August.
Member Hovind motioned to approve attendance to the conference.
Member Robbins seconded the motion. Motion was approved.

Board Member Hawkinson moved to adjourn the meeting which was seconded by Board Member Hovind.
All approved adjournment.
The next meeting will be held on Thursday, June 16, 2022 at 9:00 a.m. at the Galesburg Public Safety
Building, 150 South Broad Street, Galesburg, Illinois.
