Meeting Minutes June 16, 2022 The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held on Thursday, June 16, 2022 at 9:00 a.m. in Chief Idle’s office at the Public Safety Building, 150 South Broad Street, Galesburg, Illinois. PRESENT: Police Chief Russell Idle– Law Enforcement E.T.S.B. Chairman, Randy Hovind– Galesburg Fire Chief, Sheriff David Clague- E.T.S.B Vice Chairman, Richard Springer–G.H.A.S., Sid Carlson– Member-at- Large, Zachary Crowl– Member-at-Large, Timothy Robbins of Western Illinois Firefighters Association (WIFA) Member, Nate Clark– Motorola Representative, Amanda Jennings– 911 Coordinator, Cameron Lemaster– Information Systems Technician and Courtney LaFollette ABSENT: Jared Hawkinson– Knox County Board Member and Robin Davis– Knox County Treasurer MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. A quorum was declared. Board Member Springer motioned to approve the minutes of the February 23, 2022 meeting. Board Member Carlson gave a second. All were in favor. APPROVE: FINANCIAL REPORT: The current fund balance is $3,104,867.21. Liabilities: Month Bills Total March $202,343.90 April $23,250,03 May $16,404.43 June $12,536.08 Member Clague motioned to approve the Treasurer Report. Member Robbins seconded the motion. Motion was approved. REPORTS AMANDA JENNINGS – Galesburg/Knox County 9-1-1 Coordinator Item #1 – 9-1-1 Call Totals Month 911 & Admin total 9-1-1 Calls Cell Landline VOIP Abandoned February 9,753 1,717 1,229 191 125 165 March 10,126 2,007 1,436 168 209 190 April 9,599 2,029 1,404 209 190 220 May 10,859 2,393 1,734 209 194 247 Several months of call totals are included. Call volume remains steady. EMERGENCY TELEPHONE SYSTEMS BOARD Operating Under Council – Manager Government Since 1957 Page 2 | 3 Communications Center/Training Staffing- 1 trainee has just been released and is currently on second shift. There are currently 3 others in training, 2 are on floor training with approximately 5 weeks call taker and 2 months dispatch training left to complete. They will hopefully be released in August or September. The other trainee is in the last phase of classroom training. Leslie retires Friday, June 17 after 21 years of service. One dispatcher is currently still on work comp and it is unclear as to when she will return to work. Nine interviews were held in hopes to send 6 candidates to test later this month. Training- PLS and When Seconds Count training are still being used for continued education. NATE CLARK – Motorola Still working on Galesburg Fire issue - Equipment looks ok. Lyle will be starting part time soon. RANDY HOVIND – Galesburg Fire Department First female Firefighter is currently in training. Looking at making the stations co-ed, with Brooks Street being the most difficult to remodel. Received the go ahead on the tower grant which can be up by October. DC Seitz and Captain Schmidt are currently working on replacing Engine 52. A meeting was held on personnel in regards to the possibility of a Prevention Captain or an Emergency Manager position. TIM ROBBINS – WIFA None RICHARD SPRINGER – G.H.A.S. G.H.A.S will start hosting EMT classes starting in September through December. There will also be a hybrid course offered through ICC. The new Life Flight hanger is ready for service out at OSF St. Mary’s. SID CARLSON – Member-at-Large None RUSSELL IDLE – Board Chairman - Police Chief The department is currently down 8 officers. There are 2 currently in training and 1 off on injury. Only 6 people applied and still need to go through the hiring process. DAVID CLAGUE – They are also short staffed and struggling to hire in both patrol and corrections. Clague extended his gratitude to dispatch for the event that occurred on April 29th. ZACHARY CROWL – Member-at-Large None OLD BUSINESS – Recorder Update- The new recorder is up and running and the submission has been made for grant reimbursement. The go- live date for the phone system will be Wednesday, July 27th. The state will be transitioning to the ESInet soon through AT&T and will no longer use CenturyLink in October. EMERGENCY TELEPHONE SYSTEMS BOARD Operating Under Council – Manager Government Since 1957 Page 3 | 3 NEW BUSINESS 2023 Accounting Service Fee – There is a $150 increase for accounting services provided by the city. The total for these services will be $2,370. ISPERN Base Station – One issue is communication when Galesburg Police is out of jurisdiction which causes an interoperability issue. The proposal was made to make a proper base station which would cost $11,436. Member Clague motioned to approve the ISPERN Base Station. Member Springer seconded the motion. Motion was approved. QUALITY ASSURANCE – Quality assurance is very important. Amanda advised she would like to do more than just the bare minimum when it comes to quality checking calls and dispatching. Due to staffing issues this has been very hard to get done regularly. Amanda recently sat through a demo with Replay Systems that can remote in to our system and review our calls and dispatch audio. The review process will consist of 100 evaluations per month and will be completely random. The cost for this program will be $19,584 per year plus an initial $3,500 set up fee. Member Springer motioned to approve the cost of $23,084 for Replay Systems. Member Hovind seconded the motion. Motion was approved. EMERGENCY NOTIFICATION SYSTEM – Still working on a way to notify the entire county in the event of an emergency. Chief Hovind has looked into a program called CodeRED that goes through cellphones and can be narrowed down to specific areas in an event such as a boil order, etc. Chief Hovind advised he plans to reach out to 2 counties that did not like the program to see why and will continue to do more research before bringing it to the board. PUBLIC COMMENTS None Board Member Hovind moved to adjourn the meeting which was seconded by Board Member Robbins. All approved adjournment. The next meeting will be held on Thursday, August 18, 2022 at 9:00 a.m. at the Galesburg Public Safety Building, 150 South Broad Street, Galesburg, Illinois.
