SUBJECT: Galesburg/Knox County E.T.S.B. Meeting Minutes June 16, 2022
The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held
on Thursday, August 18, 2022 at 9:00 a.m. in Chief Idle’s office at the Public Safety Building, 150 South
Broad Street, Galesburg, Illinois.
PRESENT: Police Chief Russell Idle– Law Enforcement E.T.S.B. Chairman, Sheriff David Clague- E.T.S.B Vice
Chairman, Richard Springer–G.H.A.S., Sid Carlson– Member-at-Large, Jared Hawkinson– Knox County Board
Member, Nate Clark– Motorola Representative, Amanda Jennings– 911 Coordinator, Cameron Lemaster–
Information Systems Technician and Courtney LaFollette
ABSENT: Randy Hovind– Galesburg Fire Chief, Timothy Robbins of Western Illinois Firefighters Association
(WIFA) Member, Zachary Crowl– Member-at-Large and Robin Davis– Knox County Treasurer.
MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. A quorum was declared. Board Member Clague
motioned to approve the minutes of the June 16, 2022 meeting. Board Member Springer gave a second.
All were in favor.
APPROVE:
FINANCIAL REPORT: The current fund balance as of July was $3,287,095.84.

The most recent accounts payable included a large charge for the fiber installation at Fish Food Pantry and
a credit for postage due to an erroneous charge meant for the Election Department.
Member Hawkinson motioned to approve the Treasurer Report.
Member Springer seconded the motion. Motion was approved.

Staffing- One trainee has just been released for independent work, another should be released in the next
couple weeks and another shortly after that. The trainee that is currently in classroom training should be
released in early September. The most recent dispatcher hired will start on Monday, September 22. Beth,

the current SOR will be resigning from the department next week and Deana has begun training for her
position. There is currently one vacancy and one more potentially leaving early next year.
National APCO Conference- Amanda thanked the board for allowing her to attend the National APCO
Conference. She advised it was a great opportunity for her to learn, make connections and gather
information. Avtec radio consoles, fire station alerting and deaf/hard of hearing services were a few of the
demos attended. Stone Hayes will be coming to tour dispatch next week and discuss what we can do to
help assist them better.
MABAS Training Seminar- Four dispatchers attended a MABAS class and thought that it was a good review
for existing dispatchers and provided useful information for new employees as well.
NATE CLARK – Motorola
Antenna replacements on the roof have been completed. Nate will be at the WIFA training next weekend
at the training center. Currently busy working on the new Sheriff’s departments vehicles. The first squad is
about half way completed and currently at a stand still due to the equipment not being available yet. All
vehicles need to be fully equipped before being put in service. Further discussion was held regarding the
timeline for the completion of the new squads.
JARED HAWKINSON – Knox County Board
Starting budget season. ARPA will be issuing funds soon to cover grants.
RICHARD SPRINGER – G.H.A.S.
Dealing with personnel shortage but not in crisis mode yet. There have been some agencies that have had
to cut off services due to staff shortages. Volunteer agencies are also struggling due to lack of volunteers.
GHAS is gearing up to host the first EMT class which filled up fast and a waiting list has started for the next
class in February.
SID CARLSON – Member-at-Large
New Windsor Rodeo starts this Thursday – Saturday.
RUSSELL IDLE – Board Chairman - Police Chief
A sign on bonus of (5) $2,000 installments was recently approved in hopes of attracting more candidates.
With one resignation this week the department is currently down 9 officers with 2 currently at the academy.
There are currently 9 applicants so far for the September testing. 12-hour shifts should be implemented in
January with a rotating 14-day schedule.
DAVID CLAGUE –
The Sheriff’s Department is currently down 2 for patrol, as 3 more are leaving for ISP. Corrections is down
5 and no applicants came to the recent test.
OLD BUSINESS
Phone System Upgrade- Has been upgraded. Following up with management team tomorrow. There have
also been CenturyLink issues as well, however they are not related to the upgrade of the new system.

Emergency Notification System- Amanda notified the board of information about the CodeRed program
she received at a recent demo. The cost of the program would be $8,000 a year with no additional cost for
setup. They also have a project manager that will set up the system for the agency. CodeRed already has
many Illinois customers and allows any type of safety issue can be opened to the entire county. Further
discussion was held regarding working with the Sheriff’s Department and the use of their new app.
NEW BUSINESS
2023 Budget- A draft budget for 2023 was discussed. A few items mentioned were the phone system,
recorder, RMS, radio console upgrade and switching lines to Stratus. There was also approximately
$125,000 in excess funds from the State surcharge that was passed down and distributed to PSAPs.
Remodel- The city plans to remodel the Public Safety Building basement to expand the women’s locker
room which will require the current radio equipment to be moved upstairs. The city will pay for the
equipment to be moved, however, there will more than likely be a request to approve the cost to purchase
more efficient open racks to store the equipment on which will allow for easier access.
Emergency Backup Power Supply- The price of replacement UPS and batteries has doubled and need to be
replaced every 4 to 5 years. The total cost of replacement is $23,216.99.
Member Hawkinson motioned to approve the total cost for the batteries.
Member Springer seconded the motion. Motion was approved.

Board Member Carlson moved to adjourn the meeting which was seconded by Board Member Hawkinson.
All approved adjournment.
