Meeting Minutes November 17, 2022 The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held on Thursday, November 17, 2022 at 9:00 a.m. in Chief Idle’s office at the Public Safety Building, 150 South Broad Street, Galesburg, Illinois. PRESENT: Police Chief Russell Idle– Law Enforcement E.T.S.B. Chairman, Sheriff David Clague- E.T.S.B Vice Chairman, Randy Hovind– Galesburg Fire Chief, Sid Carlson– Member-at-Large, Jared Hawkinson– Knox County Board Member, Timothy Robbins of Western Illinois Firefighters Association (WIFA) Member, Zachary Crowl– Member-at-Large, Nate Clark– Motorola Representative, Amanda Jennings– 911 Coordinator and Cameron Lemaster– Information Systems Technician ABSENT: Richard Springer–G.H.A.S. and Robin Davis– Knox County Treasurer MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. A quorum was declared. Board Member Carlson motioned to approve the minutes of the August 18, 2022 meeting. Board Member Crowl gave a second. All were in favor. APPROVE: FINANCIAL REPORT: The current fund balance as of July was $3,406,270.40 Liabilities: Month Bills Total August $42,656.95 September $81,104.48 October $56,886.07 Investments were discussed. Rates are increasing but all agreed to wait until the current investments are due to re-invest. Amanda will keep a calendar reminder. Motion to approve the financial reports and liabilities was made by: Member Hawkinson motioned. Sheriff Clague seconded the motion. Motion was approved. There was a 45-minute phone outage also due to the transition for the new acquisition from CenturyLink/Lumen to Brightspeed. Amanda advised the transition to Stratus Networks for the non-emergency lines is still a work in progress. Training on the new CAD/RMS software is complete. The UPS and emergency battery backups have been replaced. The new quality assurance vendor has completed setup and reviews should start soon. Amanda provided the following staffing updates: - (1) should finish training and be released for solo work on December 4th - (1) just started call taker training on the floor and should be released in approximately 11 weeks - (1) just started on November 7th and will be in classroom training/should transition to on the floor training the week of January 8th - Still need to hire (1) over hire Dispatch has attended the following training courses recently: - Critical Incident – 4 attendees - MABAS Annual Field Day- 1 attendees - IPSTA Conference- 2 attendees - Post Traumatic Purpose Class- 12 attendees - ProPhoenix Annual User Conference NATE CLARK – Motorola Nate has been working on squad car setup for the Knox County Sheriff’s Department. He advised the battery replacement and annual preventative maintenance needs to be completed. He will start working on the equipment relocation project. Nate mentioned the need to take the old portables off the maintenance contract for Galesburg Fire Department. Further discussion was held on equipment back orders, tower structures and P25 conversion. RANDY HOVIND- Galesburg Fire Department Chief Hovind advised they are down 1 firefighter with 2 upcoming retirements. He is hoping they will be approved to add three employees. If so, there is the possibility of sending six to the spring academy. There are 15 candidates on the current hiring list. The new training site is looking good. He advised the Board of an issue with the renewal of the siren FCC license. They have also completed ProPhoenix training. The Battalion Chiefs have petitioned to get into the union. Firefighter Stevenson will be using the PSB basement lockers and restrooms. TIM ROBBINS- WIFA No report JARED HAWKINSON – Knox County Board The County managed a $91,000,000 balanced budget. Half the Board will be replaced December 5th. There will be some reorganization. RICHARD SPRINGER – G.H.A.S. Standard Operating Procedures on file in Dispatch are sent annually to each agency for review. It is up to the agency heads to make changes. RUSSELL IDLE – Board Chairman - Police Chief Today is Sheriff Clague’s last day. He has close to 50 years in law enforcement. Chief Idle expressed his gratitude for his service and presented Sheriff with an award. Chief Idle advised GPD is down 8 officers and could be down by 12 come January. If resignations continue then services will have to be reduced and current staff will be reassigned. GPD is testing 2 to 3 times per year. The education requirement is being temporarily waived to acquire more candidates. It takes 9 months for an entry level candidate to be released for solo work. Chief advised the Board of a remodeling project that will be taking place at the Public Safety Building in a few months to make improvements to the women’s locker room. PSB will also be getting a new HVAC system next year to replacement the original system that was new with the building in the 1970s. DAVID CLAGUE –Board Vice Chairman- Sheriff Sheriff advised 47 Sheriffs resigned statewide. Their Department is short 9 correction officers and 4 patrol officers. He expressed that he does not support the Safe-T Act that will go into effect on January 1, 2023. He stated 80% of the jail population will be released. ZACH CROWL- Member at Large Zach spoke how Sheriff Clague made a huge impact in his life as a teen and he thanked him for his service. OLD BUSINESS Discussion was held on the benefits of having an emergency notification system. Several options have been reviewed with Chief Hovind and Amanda recommending the purchase of CodeRed and explained to the Board how it works. Member Hawkinson motioned to approve purchasing CodeRed for the amount of $8,000 annually. Member Crowl seconded the motion. All were in favor. Motion passed. NEW BUSINESS The 2023 meeting dates were presented and reviewed. PUBLIC COMMENTS None Sheriff Clague moved to adjourn the meeting which was seconded by Board Member Carlson at 10:37 a.m. All approved adjournment. The next meeting will be held on Thursday, December 15, 2022 at 9:00 a.m. at the Galesburg Public Safety Building, 150 South Broad Street, Galesburg, Illinois.
