Meeting Minutes Friday, April 28, 2023 The regular meeting of the Galesburg/ Knox County Emergency Telephone Systems Board (E.T.S.B.) was held Friday, April 28, 2023 at 9 a.m. in Chief Idle’s Office, Public Safety Building, 150 South Broad Street, Galesburg, Illinois. PRESENT: Police Chief Russell Idle- Law Enforcement E.T.S.B. Chairman, Sid Carlson- Member-at-Large, Richard Springer- G.H.A.S., Fire Chief Randy Hovind, Timothy Robbins- Western Illinois Firefighters Association (W.I.F.A) Member, Zachary Crowl- Member-at-Large, Amanda Jennings-911 Coordinator, Cameron Lemaster- Information Systems Technician and Olivia Diaz, Records Clerk ABSENT: Sheriff Jack Harlan- E.T.S.B Vice Chairman, Nate Clark- Motorola Representative, Jared Hawkinson- Knox County Board Member, and Robin Davis- Knox County Board Member MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. Board Member Richard Springer motioned to approve the minutes of the February 16th, 2023 meeting. Board Member Chief Hovind gave a second motion. Minutes approved. APPROVE: FINANCIAL REPORT: The current fund balance is $3,496,798.44 Liabilities: Month Bills Total February $14,093.44 March $9,424.85 Member Sid Carlson motioned to approve the financial report. Member Zach Crowl seconded. Approved. REPORTS: AMANDA JENNINGS- Galesburg/Knox County 9-1-1 Coordinator Month 911 & Admin Total 911 Calls Cell Landline VOIP Abandoned February 8,728 1,737 1,326 215 191 190 March 10,227 2,001 1,626 186 185 204 EMERGENCY TELEPHONE SYSTEMS BOARD Operating Under Council – Manager Government Since 1957 Amanda reported that there was a low call volume for February however, it’s gearing up to be a busy April. There have been several days with 200+ calls. There is a statewide ESInet delay due to CenturyLink/Lumen/Brightspeed. Telecommunications week was celebrated April 9th-15th with games, goodies, and a banquet. Amanda shared the following staffing update: -Two trainees are 3 weeks into Call Taker Training. Approximately 10 weeks left. -One trainee is 6 weeks into Classroom Training with 4 weeks remaining. Dispatch will send two to attend MABAS training May 1st and Amanda will attend NENA CMCP (Center Manager Certification Program) course at the end of May. NATE CLARK- Motorola Absent Cameron informed that ISPERN and the Public Works base stations were replaced last week. RANDY HOVIND- Galesburg Fire Department Chief Hovind reported that 4 finished training academy and will be on shift in early May. The process has begun to start replacing one of the engines. Hovind also shared that the first active shooter drill meeting was held last week. TIM ROBBINS- WIFA No Report JARED HAWKINSON- Knox County Board Absent RICHARD SPRINGER- G.H.A.S. Richard shared some of their call outs recently. They were called to assist with the shooting in Macomb where they transported patients to other hospitals. They also assisted after the tornado in Lewiston. Richard connected with London Mills director and moving forward London Mills will connect with Knox County dispatch directly to avoid confusion and loss of information. SID CARLSON-Member-at-Large Sid reported that all is well and they are on pace for another record year for call volume. RUSSELL IDLE- Board Chairman & Police Chief Chief Idle reported that 6 officers will be graduating the academy and begin their 16-week field training at the start of May. They will be ready by the beginning of August for independent work. Chief Idle is working with Nate on transitioning to Starcom in the future. He informed that the one-year anniversary of Deputy Weist’s murder is tomorrow (April 29) and advised of events going on in his honor. JACK HARLAN- Board Vice Chairman & Sheriff Absent ZACHARY CROWL-Member-at-Large Zachary reminded the board that Teacher Appreciation week is coming up on May 8th-12th. There was additional discussion around the project. NEW BUSINESS None PUBLIC COMMENTS None Richard Springer moved to adjourn the meeting which was seconded by Board Member Carlson at 10:30 a.m. All approved adjournment.
