SUBJECT: Galesburg/Knox E.T.S.B. Meeting Minutes Thursday, October 19, 2023
The regular meeting of the Galesburg/ Knox County Emergency Telephone Systems Board (E.T.S.B.) was
held on Thursday, October 19, 2023 at 9 a.m. in Erickson Conference Room, City Hall, 55 West Tompkins
Street, Galesburg, Illinois, 61401.
PRESENT: Police Chief Russell Idle- Law Enforcement E.T.S.B. Chairman, Sheriff Jack Harlan- E.T.S.B Vice
Chairman, Fire Chief Randy Hovind, Jared Hawkinson- Knox County Board Member, Richard Springer-
G.H.A.S., Police Deputy Chief Kevin Legate, Amanda Jennings-911 Coordinator, Ray Martinez-
Information Systems Supervisor and Jenna Hunt, Records Clerk
ABSENT: Sid Carlson- Member-at-Large, Zachary Crowl- Member-at-Large, Robin Davis- Knox County
Treasurer and Nate Clark-Motorola Representative
MEETING CALLED TO ORDER: 9:03 a.m. by Chairman Idle. Board Member Sheriff Harlan motioned to
approve the minutes of the August 31, 2023 meeting. Board Member Jared Hawkinson gave a second
motion. Approved.
APPROVE:
FINANCIAL REPORT: The current fund balance is $3,773,998.51
Liabilities:
Month Bill Totals
August $86,969.56
September $13,319.00
The liabilities were reviewed. Items noted was the building asbestos abatement for the backup facility
and the annual maintenance for ProPhoenix.
Member Hawkinson motioned to approve the financial report. Member Fire Chief Hovind seconded.
Motion Approved.

Amanda shared the following staffing update:
-One resignation
-One termination
-One released for solo work the first of October
-One on disability
-One will be on maternity leave in mid-December
-Hiring process underway and close to hiring two
Dispatch Training:
-MABAS Seminar: attended by two
NATE CLARK- Motorola

RANDY HOVIND- Galesburg Fire Department
Firefighter Harkey will be graduating from the academy next week. They will be fully staffed.
Contract negotiations are underway. Chief is working to plan a full-scale drill in 2025 at Knox College.
Captain Grodjesk is in charge of the drill. This will meet a requirement for Homeland Security.
JARED HAWKINSON- Knox County Board
December 1st starts the County’s fiscal year. After many meetings there is a balanced budget.
They are also in the process of contract negotiations. The County’s website is being updated. They went
with the same vendor as the City of Galesburg. It should be live the first quarter of 2024. Member
Hawkinson advised the wind farm approved four years ago is in the legal process. Hopefully construction
will start soon.
RICHARD SPRINGER- G.H.A.S.
They are down four paramedics. The call volume is increasing again and they are doing lots of
transfers.

RUSSELL IDLE- Board Chairman & Police Chief
Galesburg Police have two Officers in the academy, three are in the on-the-job training phase
and three will be hired in January. The most recent entry level testing concluded with 15 candidates on
the hiring eligibility list. Discussion was held on the difficulty in getting squad cars.
JACK HARLAN- Board Vice Chairman & Sheriff
Lieutenant Keith Rickard is retiring tomorrow. Carl Kraemer is next to be promoted but may take
some time due to staffing levels. The construction at the Jail is almost complete. They are currently
negotiating the patrol contract which includes the possibility of 12-hour shifts. The Jail contract will be
up for renewal next year. The Jail Administrator was recently relieved of his duties. Chief Deputy May
and Brad Abernathy are in charge of the Jail.

OLD BUSINESS
Discussion was held on the WIFA member vacancy. All agreed for Amanda to send out an email
seeking interest.
NEW BUSINESS
Discussion was held on Galesburg Police possibly transitioning to Starcom in the future.
Amanda presented CritiCall Dispatch Testing to the Board for approval. This will be part of the
hiring process. The quote is for $3,950 annually.
Member Hawkinson motioned to approve the purchase with Member Hovind giving a second.
Motion passed.
Amanda recommended training on the Intrado phone system for the new IT personnel and to
also purchase one year of onsite maintenance until IT is comfortable with the system. The price for one
year of onsite maintenance is $28,980.
Member Hawkinson motioned to approve one year of onsite maintenance. Member Springer
gave the second motion.
Member Hawkinson and Hovind motioned to approve training for IT in the amount of $14,950.
All were in favor with the motions passing.
PUBLIC COMMENTS
None
Member Springer moved to adjourn the meeting which was seconded by Board Member Hawkinson at
9:58 a.m. All approved adjournment.
The next meeting will be held on Thursday, December 21, 2023 at 9:00 a.m. at the Galesburg Public
Safety Building, 150 South Broad Street, Galesburg, Illinois.
