Minutes TO: E.T.S.B. Members FROM: Amanda Jennings, 9-1-1 Coordinator DATE: February 16, 2023 SUBJECT: Galesburg/Knox County E.T.S.B. Meeting Minutes February 16, 2023 The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held on Thursday, February 16, 2023 at 9:00 a.m. in Chief Idle’s office at the Public Safety Building, 150 South Broad Street, Galesburg, Illinois. PRESENT: Police Chief Russell Idle– Law Enforcement E.T.S.B. Chairman, Sheriff Jack Harlan- E.T.S.B Vice Chairman, Sid Carlson– Member-at-Large, Jared Hawkinson– Knox County Board Member, Richard Springer–G.H.A.S., Robin Davis– Knox County Treasurer, Amanda Jennings– 911 Coordinator and Cameron Lemaster– Information Systems Technician ABSENT: Randy Hovind– Galesburg Fire Chief, Timothy Robbins of Western Illinois Firefighters Association (WIFA) Member, Zachary Crowl– Member-at-Large and Nate Clark– Motorola Representative MEETING CALLED TO ORDER: 9:03 a.m. by Chairman Idle. A quorum was declared. Board Member Hawkinson motioned to approve the minutes of the November 17, 2022 meeting. Board Member Springer gave a second motion. Minutes approved. APPROVE: FINANCIAL REPORT: The current fund balance is $3,413,191.57 Liabilities: Month Bills Total November $29,917.28 December $50,160.46 January $51,408.03 Robin Davis presented the Treasurer’s Report. Further discussion was held on investments. Robin advised there are better options under the County. Funds will still be kept separate, there is no risk and will always be liquid. Member Carlson motioned to approve allowing the Knox County Treasurer to move funds into the Variable County Fund for investment purposes. Member Springer seconded the motion. All were in favor. Member Springer motioned to approve the financial report. Member Carlson seconded. Approved. Member Harlan motioned to approve payment of the liabilities and Springer seconded. Also approved. ProPhoenix will go live on March 21, 2023. Amanda provided the following staffing updates: - (2) just started last week - Still need to hire (1) over hire (2 interviews next week) Dispatch has attended the following training courses recently: - Pipeline (3 attendees) - MABAS Conference (2 attendees) - APCO PST Instructor (1 attendee) NATE CLARK – Motorola Absent Cameron advised they are working to move the radio equipment at the Public Safety Building. Chairman Idle added this is part of the City’s remodeling project. RANDY HOVIND- Galesburg Fire Department Absent Chairman Idle gave a brief update. GFD recently hired 5 firefighters. They will be expanding their roster by 3. TIM ROBBINS- WIFA Absent JARED HAWKINSON – Knox County Board No report. RICHARD SPRINGER – G.H.A.S. They started teaching EMT with the first class ending in December. There will be new classes available for the foreseeable future. The first class had 16 in attendance and the current class has 10. They are doing well right now with staffing levels. SID CARLSON – Member-at-Large Tri County Ambulance service is going well and they are on pace to respond to well over 300 calls this year. Genesis is short staffed which is causing some difficulties with transports. Our area is lucky to have GHAS. GPD is approved for 51 officers and we are at 50. Courtney resigned and there are no internal candidates to fill the position as it is more advanced. JACK HARLAN –Board Vice Chairman- Sheriff They are 100% staffed for patrol and down 9 in corrections. They have several applications. The Sheriff’s Office is undergoing construction. They are looking into having a medical facility in the future and will be getting estimates. Sheriff spoke about SB1306 regarding the 6-month retention policy for body and dash camera recordings. There is no current funding for the mandates. He also mentioned that there may be mandates coming for EMS to have BWCs. He believes it could pass and will become effective immediately. Sheriff advised the Board about the Hero911 app that teachers can use to send a notification to 9-1-1 and Officers in a radius from the school for emergency situations. There is a setup fee and more information can be found at schoolguard.com. ZACH CROWL- Member at Large Absent OLD BUSINESS Discussion was held on a backup facility. There is a City of Galesburg building available. Klinger & Associates has been contacted for project management. NEW BUSINESS The new Sheriff, Jack Harlan, was welcomed to the Board. Member Springer motioned to have Chairman Idle remain as the Chairman of the Board and the Vice Chairman be Sheriff Harlan. Member Carlson gave a second motion. All were in favor and motion carried. A redundant network connection project in conjunction with Galesburg City Hall was presented to the Board. The ETSB’s portion of the project will be $8,153.02. Member Hawkinson gave a motion to complete the project with City Hall in the amount presented. Member Carlson seconded. Motion passed. PUBLIC COMMENTS None Sheriff Harlan moved to adjourn the meeting which was seconded by Board Member Springer at 10:40 a.m. All approved adjournment. The next meeting will be held on Thursday, April 20, 2023 at 9:00 a.m. at the Galesburg Public Safety Building, 150 South Broad Street, Galesburg, Illinois.
