SUBJECT: Galesburg/Knox E.T.S.B. Meeting Minutes Thursday, June 20, 2024
The regular meeting of the Galesburg/ Knox County Emergency Telephone Systems Board (E.T.S.B.) was
held on Thursday, June 20, 2024 at 9:00 a.m. in Chief Idle’s Conference Room, Public Safety Building, 150
S Broad Street, Galesburg, Illinois, 61401.
PRESENT: Galesburg Police Chief Russell Idle- E.T.S.B. Chairman, Sheriff Jack Harlan- E.T.S.B Vice
Chairman, Sid Carlson- Member-at-Large, Richard Springer- G.H.A.S., Bill Stone- Henderson Fire

MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Idle. Board Member Springer motioned to approve
the minutes of the April 18, 2024 meeting. Board Member Carlson gave a second motion. Approved.
APPROVE:
FINANCIAL REPORT: The current fund balance is $4,225,147.98
Liabilities:

May $47,688.18
The liabilities were reviewed. Items noted was the surcharges, and discussion was held about the
amounts from previous years.
Member Carlson motioned to approve the financial report. Fire Chief Hovind seconded. Motion
approved.

Amanda shared the following staffing update:
- One was released for independent work the end of May and is on first shift
- One will be released for independent work this Sunday, June 23rd on second shift
- One will start Phase 2- On the-Floor Training on July 14th
Dispatch Training:
- What if it Were Your Family Class in Peoria – 3 attended
- MABAS Training in Galesburg – 3 attended
- ProPhoenix Super User Conference- 2 attended in New Jersey
NATE CLARK- Motorola
Nate advised that he received the feasibility report of the tower at Hawthorne. The report
mentioned that there are minor things needed to be done for the tower, projected cost will be around
30 thousand dollars compared to 300 thousand dollars that was originally believed. The next meeting
will have on the agenda the approval of fixing the tower.
RANDY HOVIND- Galesburg Fire Department
Chief Hovind advised that the department is currently going through contract negotiations. He
also stated that he had his budget meeting yesterday and it went well. He put in a call about replacing
the storm sirens and have not heard back yet.
BILL STONE-WIFA
Bill advised he heard from one firefighter that went to the MABAS training at Galesburg Fire
Department and heard great things about the event. WIFA will have their fall fire school on August 24th,
and it usually has a good turn out, and it is looking like it will be again this year.
JARED HAWKINSON- Knox County Board

RICHARD SPRINGER- G.H.A.S.
GHAS will be hosting an EMT class starting in August through the second week of December two
nights a week. There was only one person signed up currently however, and there needs to be at least
ten signed up to keep the class. Richie also brought up the trouble ambulance services are having
getting new rigs. They usually get new chassis and get them remounted, however, this is taking around
8-10 months to get done. If they were to get new ambulances it would take around 30 months for them
to come in. He mentioned that, on average, each ambulance has around 200-300 thousand miles on
them currently.
SID CARLSON-Member-at-Large
Sid also mentioned that Tri-County Ambulance is also having troubles getting their ambulance
that they ordered two years ago. They are hoping to have it in service by August of this year. Sid said
calls wise, they are doing well. Tri-County is averaging one medical call a day for their district.
RUSSELL IDLE- Board Chairman & Police Chief
Police will be hiring a female lateral officer from Peoria on July 29th, and with her being sworn in,
the department will be fully staffed. The department had testing and the list has 17 candidates, which is

a good list, and hoping to be able to keep the list for a while. Ten of the new squads have had the VINs
issued, and are waiting for the last six to be issued.
JACK HARLAN- Board Vice Chairman & Sheriff
Sheriff Harlan reports that the county is also having vehicle issues, however, their issue is getting
their vehicles built out. They are waiting on parts to come in for multiple vehicles in their fleet. The
department currently has three deputies at the academy, and they will graduate in December. They also
had two lateral hires from other departments. They are currently fully staffed. The jail received an iris
scanner through a grant from the Sheriff Association. When inmates get booked at the jail, there will be
fingerprints and iris scans done now. The iris scanner, which is a portable scanner, is more accurate than
fingerprints as well as quicker than fingerprints. Sheriff Harlan told the board that the scanner just needs
one quick look at the eye and it is done, even if the inmate would try to fight the scanner.
Sheriff Harlan also wanted to let Chief Idle and Deputy Chief Legate know that the county has
two deputies that are state certified reconstructionist and they can be called if the city does not have
their reconstructionist officers available and do not want to wait for Illinois State Police to come. He is
also going through contract negotiations for the deputies, sergeants and lieutenants, and also the
civilian staff. East Galesburg will be getting patrolled by county deputies for approximately 20 to 22
hours per week in the beginning, and then they will fully patrol the village after they do some
maintenance work within the village. Sheriff Harlan also wanted to thank the dispatchers with
simulcasting priority calls from the city to the county deputies and vice versa. He has talked to the
deputies asking about how they like the simulcasting, and the deputies were all appreciative of it.

OLD BUSINESS
Discussion was held about the back up facility for dispatch. The bids are out again, and are due
next Wednesday June 26th. There was a walk through done around two weeks ago and Deputy Chief
Legate stated there were around six contractors that were there. IT noted that there were holes in the
bid for the IT needs regarding the wires. The IT department is not able to do the wire pulling themselves,
an outside contractor will need to be called in to do this. It was also noted that the city will be installing
the lighting and any new electrical outlets.
Discussion then transitioned to the Communications Center renovation project. Amanda told
the board that Wold has been meeting with her regularly and there are no complaints. The committee
has gone to different dispatch facilities to see their set ups, and there will also be a virtual tour for
consoles coming up. Wold is still putting the specs together for the complete project, and Amanda will
keep the board updated. The project is on time, with the bids being projected to be sent out around
November.
NEW BUSINESS
When communications went live with ESInet on April 24th, there was an issue where the calls
coming into dispatch were not plotting on the map. The current version of the mapping software
needed to be updated to support the ESInet conversion. The quote for the mapping update is
$18,822.00. Fire Chief Hovind motioned to approve the upgrade with Member Springer seconded the
motion. All approved.

Fire Chief Hovind moved to adjourn the meeting which was seconded by Member Carlson at 10:00 a.m.
Meeting adjourned.

Building, 150 South Broad Street, Galesburg, Illinois.
