Meeting Minutes Thursday, October 17, 2024 The regular meeting of the Galesburg/ Knox County Emergency Telephone Systems Board (E.T.S.B.) was held on Thursday, October 17, 2024 at 9:00 a.m. in Chief Idle’s Conference Room, Public Safety Building, 150 S Broad Street, Galesburg, Illinois, 61401. PRESENT: Galesburg Police Chief Russell Idle- E.T.S.B. Chairman, Sheriff Jack Harlan- E.T.S.B Vice Chairman, Fire Chief Randy Hovind, Richard Springer- G.H.A.S., Bill Stone- Henderson Fire Chief/WIFA Representative, Zachary Crowl- Member-at-Large, Sid Carlson- Member-at-Large, Nate Clark- Motorola Representative, Amanda Jennings- 911 Coordinator and Jenna Hunt- Records Clerk ABSENT: Robin Davis- Knox County Treasurer and Jared Hawkinson- Knox County Board Member MEETING CALLED TO ORDER: 9:11 a.m. by Chairman Idle. Board Member Crowl motioned to approve the minutes of the August 15, 2024 meeting. Board Member Springer gave a second motion. Approved. APPROVE: FINANCIAL REPORT: The current fund balance is $4,359,302.02 Liabilities: Month Bill Totals August $67,607.49 September $156,810.58 The liabilities were reviewed. Sheriff Harlan motioned to approve the financial report. Fire Chief Hovind seconded. Motion approved. REPORTS: AMANDA JENNINGS- Galesburg/Knox County 9-1-1 Coordinator Month 911 & Admin Total 911 Calls Cell Landline VOIP Abandoned August 11,368 2,373 - - - 200 September 9,971 2,262 - - - 173 Calls are on the average total wise, nothing new to report call wise. Amanda shared the following staffing update: - One will finish classroom phase tomorrow and will start on the floor training on Monday. EMERGENCY TELEPHONE SYSTEMS BOARD Operating Under Council – Manager Government Since 1957 Dispatch Training: - CIT for 9-1-1: 4 attended and are trying to get everyone to attend this training -Transforming 9-1-1 Center Culture: 4 attended in person class in Plainfield -IPSTA Conference: 4 attending, starting this Sunday NATE CLARK- Motorola He is working on getting the equipment in the new police squads and he is still working at the backup center. The camera system for the jail is being shipped. RANDY HOVIND- Galesburg Fire Department The department is still going through contract negotiations, but everything else is going well. BILL STONE-WIFA There is not a lot going on for WIFA right now. He has talked to some area fire chiefs and the feedback about the board paying for IamResponding has been positive. He asked Amanda if an email could be sent out to the chiefs as well. Amanda is waiting to hear back from IamResponding about some questions before sending an email notification. JARED HAWKINSON- Knox County Board Absent RICHARD SPRINGER- G.H.A.S. GHAS has hired some new employees and everything is going well. SID CARLSON-Member-at-Large Everything is also going well for Tri County. RUSSELL IDLE- Board Chairman & Police Chief Police department is hiring two new patrol officers at the end of the year, due to a retirement and an officer potentially going to another agency. The department has sixteen new squads and is getting the equipment installed. The new squads will have dual band radios that will have Starcom capability so Galesburg officers can talk to county deputies in the vehicles. JACK HARLAN- Board Vice Chairman & Sheriff The county is still in contract negotiations with the civilian staff, corrections, lieutenants and sergeants. The county is still 100% staffed. They might need to hire one if the deputy who is running for an elected office gets elected. ZACHARY CROWL-Member-at-Large Nothing to report OLD BUSINESS Discussion was held about the backup facility for dispatch. Renovation is going well. There are lots of changes to the exterior of the building, as well as on the inside. The completion date has been moved back to the beginning to mid- December. There have been some changes orders that will need board approval. The major costs are: extra abatement ($2,443), electrical work with gas pipe installation ($41,410), repair rotted drywall ($5,000) and miscellaneous mechanical items ($3,000). The misc mechanical items will include the HVAC company servicing the furnace as well as the duct work, along with some other items. All change orders total $51,853, which does not include the concrete pad for the generator. There was an agreement with Police Chief Idle and the former Public Works director, that the city EMERGENCY TELEPHONE SYSTEMS BOARD Operating Under Council – Manager Government Since 1957 would pour the concrete pad and we would be responsible for cost of materials. Chief Idle will have to talk to the interim Public Works director to see if the city will still be on board to pour the concrete pad for the generator. There is also a charge for Office Specialists to do our furniture costs, which is $20,416. The plan is to buy a “U” shape work station and 2 additional work stations. Once the construction is finished at the main dispatch center, the “U” shaped work station will go into the new training room. OSI has said that the work stations that are in dispatch now can be dismantled and be put up at the backup facility, which will save money. There is an approximate quote for $55,260 for IT/computer equipment. There might be an additional charge for mounting of the security cameras as well as TVs or any other electrical equipment that is outside of ITs scope of work. There is another quote for our Intrado phone system at the backup facility. The quote is for $30,863, however we have a credit of $18,414 dollars, so it will actually be $12,448. Amanda has also added in an additional $5,000 for misc expenses (ex: office equipment, kitchen necessities, etc) and additional contingency allowance of $15,000. Total additional funding needs are $160,000. A formal approval for the purchase of the generator was requested. Board Member Springer approved the motion for the purchase of the generator in the amount of $45,596, and Board Member Stone seconded the motion. All approved. A motion for the spending of $160,000 for additional funds needed for the backup center was made by Member Stone and Fire Chief Hovind seconded the motion. All approved. Discussion was then turned to the communication center renovation project. The bids will be released next week at the earliest and will be due back to City Hall sometime in November. NEW BUSINESS There was no new business. PUBLIC COMMENTS No public comments. Member Springer moved to adjourn the meeting which was seconded by Sheriff Harlan at 09:56 a.m. Meeting adjourned.
