SUBJECT: Galesburg/Knox E.T.S.B. Meeting Minutes Thursday, December 19, 2024
The regular meeting of the Galesburg/ Knox County Emergency Telephone Systems Board (E.T.S.B.) was held on
Thursday, December 19, 2024 at 10:00 a.m. in the Public Safety Building Auditorium, 150 S Broad Street, Galesburg,
Illinois, 61401.
PRESENT: Galesburg Police Chief Russell Idle- E.T.S.B. Chairman, Sheriff Jack Harlan- E.T.S.B Vice Chairman, Fire Chief
Randy Hovind, Richard Springer- G.H.A.S., Bill Stone- Henderson Fire Chief/WIFA Representative, Sid Carlson- Member-

MEETING CALLED TO ORDER: 10:05 a.m. by Chairman Idle. Board Member Springer motioned to approve the minutes of
the October 17, 2024 meeting. Board Member Carlson gave a second motion. Approved.
APPROVE:
FINANCIAL REPORT: The current fund balance is $4,196,223.81

Fire Chief Hovind motioned to approve the financial report. Member Springer seconded. Motion approved.

Amanda shared the following staffing update:
- One is halfway finished with on-the-floor training.
- One starts maternity leave on January 1, 2025.
- One is having surgery in January and will be out 6-8 weeks.

Legislative Update:
- Emergency Telephone Systems Act (ETSA) sunsets December 2025
Work is occurring now on preparation
Rewrites occurring to Title 83: Public Utilities, Chapter IV: ISP, Parts 1324
- Consolidation of 9-1-1 Emergency Services, 1325 Standards of Service
- Applicable to 9-1-1 Emergency Systems and 1326 Requirements for Private Business Switch Service
to Comply with ETSA
Major changes in 1325
NATE CLARK- Motorola
Galesburg squad 28 is in the shop with more issues. Squads 6 and 29 are almost finished. Then all the new
squads will be finished with equipment installation. The detective’s cars are next but will have to wait due to scheduling
challenges. He also has several things to do for the Sheriff’s Office and Galesburg Fire. Nate has been working with Henry
County on a Starcom project which is similar to what will be done in Knox County coming up.
RANDY HOVIND- Galesburg Fire Department
The department is still going through contract negotiations. They are interviewing for Deputy Chief. He gave
further information on staffing.
BILL STONE-WIFA
WIFA is running smoothly and there has not been much training recently. He has been working with Brightspeed
on the tower project for Henderson Fire. Bill will be stepping down as Chief and Matt Hawkinson will be taking over as
the new Chief. Bill will stay on as an advisor and will still be a member of WIFA.
JARED HAWKINSON- Knox County Board

Call numbers are still strong.
RUSSELL IDLE- Board Chairman & Police Chief
The department is hiring two new patrol officers and will be losing one to the Illinois State Police. There was
further discussion on ISP hiring and also on the new squads.
JACK HARLAN- Board Vice Chairman & Sheriff
Contract negotiations are done. Deputy King is being assigned as the School Resource Officer for ROWVA. They
will be sending one Deputy to the academy to replace Deputy Dare. There will be other changes coming in January as
Sgt. Davis is retiring. Several Deputies attended water rescue training. There are efforts for adding new members to the
rescue team and fundraising to help with equipment costs.

OLD BUSINESS
Bid tabulations for the communication center renovation was reviewed by the Board. The lowest bid received
was from Valley Construction in the amount of $1,755,000. The second lowest bid was received from Hein
Construction in the amount of $1,800,000. Kirsta Ehmke with Wold Architects and Engineers gave information
on the scope of work and reference reviews that she completed with both companies. Wold’s recommendation
is for Valley Construction. Assistant State’s Attorney Bill Atkins and City of Galesburg’s Attorney Daniel Alcorn
provided legal expertise and recommendations to the Board on awarding the bid. Further discussion was held
on purchasing requirements. Additional discussion was held on the proper fire suppression system for the
project which was a concern. Member Springer motioned to award the project to Valley Construction in the
amount of $1,755,000. Fire Chief Hovind seconded. Chief Idle asked for all in favor of accepting this bid to show
by raise of hand which resulted in unanimous approval. The Galesburg City Council will also have to approve the
work to be done on City property.
Both Attorneys and Kirsta Ehmke left the meeting at 10:58 a.m.
Amanda gave an update on IamResponding. There was difficulty contacting the representative for quite some
time and now pricing has changed. Several options were presented. Member Carlson motioned to approve a 5-
year contact with annual payments. The first-year cost is $8,883 and each year after is $8,785 with a 2.5%
increase. Member Stone seconded the motion. All were in favor. Motion approved.
The backup facility is requiring an additional $20,000 in electrical work to bring everything up to code. Member
Springer motioned to approve the $20,000 change order with Sheriff Harlan giving a second motion. Motion
carried.
Member Stone departed the meeting for another commitment at 11:22 a.m.
Nate reported the tower crew plans to start work after the first of the year.
The lowest bid that was approved earlier for the main dispatch center renovation is more than what was
approved for the project several months ago. Amanda provided some additional information and analysts on
projected fund balances and expenses. Member Carlson motioned to approve additional funding for the project
in the amount of $210,000. Member Springer seconded. All were in favor and motion approved.
NEW BUSINESS
There was no new business.
PUBLIC COMMENTS
No public comments.
Member Springer moved to adjourn the meeting which was seconded by Fire Chief Hovind at 11:29 a.m. Meeting
adjourned. The next meeting will be held on Thursday, February 17, 2024 at 9:00 a.m. at the Galesburg Public Safety
Building, 150 South Broad Street, Galesburg, Illinois.
