SUBJECT: Galesburg/Knox E.T.S.B. Meeting Minutes Thursday, April 17, 2025
The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B.) was held on
Thursday, April 17, 2025 at 09:00 a.m. in the Chief’s office of the Public Safety Building, 150 S Broad Street, Galesburg,
Illinois, 61401.
PRESENT: Galesburg Acting Police Chief Kevin Legate, Sheriff Jack Harlan- E.T.S.B Vice Chairman, Jared Hawkinson- Knox
County Board Member, Richard Springer- G.H.A.S., Bill Stone- WIFA Representative, Nate Clark- Motorola
Representative, Brock Schmitt- Galesburg Fire Deputy Chief and Amanda Jennings- 911 Coordinator
ABSENT: Fire Chief Randy Hovind, Sid Carlson- Member-at-Large, Zachary Crowl- Member-at-Large and Robin Davis-
Knox County Treasurer
MEETING CALLED TO ORDER: 09:04 a.m. by Acting Galesburg Police Chief Kevin Legate. Board Member Hawkinson
motioned to approve the minutes of the February 20, 2025 meeting. Vice Chairman Harlan gave a second motion.
Motion passed.
APPROVE:
FINANCIAL REPORT: The current fund balance is $4, 035,280.24

Member Hawkinson motioned to approve the financial report. Member Stone seconded. Approved.

Amanda reported the following:
- There has been one dispatch resignation. Candidates are going through testing and interviews.
- Two Dispatchers attended “What if the Caller is the Killer“ course.
- Discussion was held on revisions to the Emergency Telephone Systems Act in Illinois.
- Requesting a surcharge increase from $1.50 to $2.50 with an annual inflation adjustment.

He has been working on the Henry County Starcom project which will be identical to our upcoming project.
RANDY HOVIND- Galesburg Fire Department
Absent
Deputy Chief Brock Schmitt attended and advised that Galesburg Fire will be conducting entry level testing for
firefighters on June 28th.
BILL STONE-WIFA
Planning for the fall training academy is underway which is held in August. The flooring project is complete at
the training facility. Brightspeed is unable to move lines to the new water tower for Henderson Fire’s tower
project. Discussion was held on some possible options.
JARED HAWKINSON- Knox County Board
Advised that budget season will be starting soon.
RICHARD SPRINGER- G.H.A.S.

KEVIN LEGATE- Galesburg Police Department
Two Officers are graduating from the academy next week. Two additional Officers will be hired on April 28th and
will be fully staffed plus one until Lieutenant Vannaken retires the end of June.
JACK HARLAN- Board Vice Chairman & Sheriff
They have one graduating from the academy at the end of the month and they will be hiring more in June. They
are also adding to their fleet. The jail passed their IDOC inspection with a 100 percent. Several Deputies recently
received Lifesaving awards. Further discussion was held on Getac and flock camera integration.
ZACHARY CROWL-Member-at-Large

OLD BUSINESS
The backup facility has been used and is operational.
The main Communication Center renovation is going well. Demolition is complete. The framing and drywall have
started. Valley Construction is progressing nicely. The estimated completion for construction is the end of
August. Furniture, IT and radio equipment will follow the construction. The goal to move in and “go live” will be
in the first quarter of 2026.

NEW BUSINESS
Discussion was held on the Chair and Vice Chair election and approved signers on the checking account.
Member Springer motioned to table the election until the June meeting and add Sheriff Harlan and
Amanda Jennings as signers to the checking account. Member Stone seconded. All
were in favor. Approved.
The MCA radio contract was presented. There is a three percent increase to the quarterly maintenance fee
which is $8,607.90.
Member Hawkinson motioned to approve and Springer seconded. Motion carried.
The Motorola Starcom21 project proposal was reviewed. The total quote was for $1,172,952.74, however
additional costs for fiber connections and recorder upgrades bring the project total to $1,290,679.74. Board
discussion was held on the project configuration, coverage and potential integration with other systems.
Member Hawkinson motioned to approve the project in the amount of $1,300,000 to include all
items previously mentioned. Member Springer seconded the motion with hopes for cost savings
with our own fiber connection. All were in favor. Motion approved.

The meeting adjourned at 10:16 a.m. by unanimous approval. The next meeting will be held on Thursday, June 19, 2024
at 10:00 a.m. at the Galesburg Public Safety Building, 150 South Broad Street, Galesburg, Illinois.
