The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B.) was held on
Thursday, June 19, 2025 at 09:00 a.m. in the Chief’s office of the Public Safety Building, 150 S Broad Street, Galesburg,
Illinois, 61401.
PRESENT: Galesburg Police Chief Kevin Legate, Sheriff Jack Harlan- E.T.S.B Vice Chairman, Galesburg Fire Chief Randy
Hovind, Richard Springer- G.H.A.S., Bill Stone- WIFA Representative, Nate Clark- Motorola Representative, Sid Carlson
and Zachary Crowl- Members-at-Large, and Amanda Jennings- 911 Coordinator
ABSENT: Jared Hawkinson- Knox County Board Member and Robin Davis- Knox County Treasurer
MEETING CALLED TO ORDER: 09:02 a.m. by Galesburg Police Chief Kevin Legate. Member Springer motioned to approve
the minutes of the April 17, 2025 meeting. Galesburg Fire Chief Hovind gave a second motion. Motion passed.
APPROVE:
FINANCIAL REPORT: The current fund balance is $3,772,151.34

Amanda reported the following:
There has been one dispatch resignation and one new hire to start on Monday.
NATE CLARK- Motorola
The Henry County Starcom project is going well. He has a meeting with Motorola regarding Knox County
Starcom on June 26th. He believes they have the best project manager and team assigned to it.

RANDY HOVIND- Galesburg Fire Department
The department has two new hires and two currently on probation. They will only be down one even with the
City’s request for a hiring freeze. Contracts are still going back and forth, however they hope to settle soon. Valley
Construction received the bid for the dorm remodel. Everyone has been impressed with the company’s work on the new
dispatch center at Public Safety.
BILL STONE-WIFA
The fire training academy is set to begin on August 23rd. He has seen a good turnout.
JARED HAWKINSON- Knox County Board

RICHARD SPRINGER- G.H.A.S.
He is pleased to report that they have hired a flurry of paramedics, as well as 12 current employees wanting to
take the paramedic class. G.H.A.S. has agreed to continue to cover the Knox County side of London Mills as needed, but
will not sign a contract. They do have guidelines for when they are unable to respond there. Springer is also thrilled to be
hiring a full-time training coordinator, which they have not had for a long time. Overall, things are going well.
SID CARLSON-Member-at-Large
St. Mary’s Hospital is still dealing with high volumes of patients, they are doing the best they can.
KEVIN LEGATE- Galesburg Police Department
The department currently has two officers in FTO and two at the PTI Academy. Lieutenant Vannaken will retire
on June 27th. They are currently working on promotional testing and hoping for the appointment of a deputy chief in the
next couple weeks. Chief Legate looks forward to the continued improvement of the working relationship with the
Sheriff’s Department.
JACK HARLAN- Board Vice Chairman & Sheriff
They have one deputy in FTO that is moving to second phase in two weeks. Although they are fully staffed, they
have been authorized to hire a new school resource officer. Their department will be getting a second drone and have
previously worked with Galesburg Police Drone Operator Blake Carr on assistance with training. He would like to see
more of his deputies trained in how to assist the fire departments on scene as well. Sheriff Harlan agrees with Chief
Legate on the improvement of the working relationship between the departments.
ZACHARY CROWL-Member-at-Large
The project at 1172 Monroe St. has a completion date of June 26th.
Knoxville School District is seeing administrative changes, as well as the retirement of ROE Jodi Scott.
OLD BUSINESS
The new dispatch center renovations are going very well. Painting and tiling have started and the project is on
schedule to be completed on time. Mike with Valley Construction has been great about staying in communication.
Regarding the tabled discussion on Chair and Vice Chair election for the ETSB, Member Springer motions to keep
Chief Legate and Sheriff Harlan in the respective positions. Fire Chief Hovind seconded. All in favor. Approved.

Member Stone motioned to adjourn the meeting at 9:41 a.m. Member Springer seconded. Meeting adjourned. The next
meeting will be held on Thursday, August 21, 2024 at 9:00 a.m. at the Galesburg Public Safety Building, 150 South Broad
Street, Galesburg, Illinois.
