The regular meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B.) was held on
Thursday, December 18, 2025 at 09:00 a.m. in the Police Chief’s office of the Public Safety Building, 150 S Broad Street,
Galesburg, Illinois, 61401.
PRESENT: Galesburg Police Chief Kevin Legate- E.T.S.B. Chairman, Galesburg Fire Chief Randy Hovind, Richard Springer-
G.H.A.S., Bill Stone- WIFA Representative, Nate Clark- Motorola Representative, Sid Carlson – EMS Member-at-Large,
Raymundo Martinez- IT, Zachary Crowl- Member-at-Large, Amanda Jennings- 911 Coordinator, and Jenna Hunt –
Records Clerk
ABSENT: Sheriff Jack Harlan- E.T.S.B Vice Chairman, Jared Hawkinson- Knox County Board Member and Robin Davis-
Knox County Treasurer.
MEETING CALLED TO ORDER: 09:00 a.m. by Galesburg Police Chief Kevin Legate. Member Crowl motioned to approve
the minutes of the October 16, 2025 meeting. Fire Chief Hovind gave a second motion. Motion passed.
APPROVE:
FINANCIAL REPORT: The current fund balance is $2,058,641.40

Nothing to report that is out of ordinary on the reports. The desks for the new dispatch center are in and look great. Fire
Chief Hovind motioned to approve the financial report. Member Carlson seconded. Motion approved.

Amanda reported the following:
We have one trainee that gets released for independent duty tomorrow. There is another trainee who is almost
done with the classroom portion of the training process and will go to on the floor training after the first of the year. The
department is looking to hire one more dispatcher. Dispatch is going to start 12 hour shifts on January 4th.

NATE CLARK- Motorola
The installation project of new cameras for interview rooms and squad cars are anticipated to start the first full
week of January. The new dispatch center is about 85% finished for the installation of the main equipment and wiring.
RANDY HOVIND- Galesburg Fire Department
The fire department is going to be down two staff members, with new one resignation. There is a candidate that
is on the list who would be a transfer from another department that Chief is hoping to hire. The contract has been
settled and the dormitory remodel will be finished tomorrow. It looks great and the department is very happy with the
results.
BILL STONE-WIFA
There was a WIFA meeting and Member Stone and Chief Hovind had talked to the departments about the
potential updates for the improved standardizations for the fire dispatch SOP’s. They are in hopes that the departments
will come together and work on getting these updated. There is a new reporting system for fire that is going live soon
that will require more details than before.
JARED HAWKINSON- Knox County Board

RICHARD SPRINGER- G.H.A.S.
He reported no formal updates. He will be retiring from G.H.A.S. tomorrow at noon. Jeff Milroy will be taking
Member Springer’s position at GHAS starting on Monday, December 22nd.
SID CARLSON-Member-at-Large
He reported no formal items, noting only that call volumes remain high. They had approximately 350-360 calls
this year.
KEVIN LEGATE- Galesburg Police Department
The department is currently short two officers. Additionally, two officers and one records clerk will be retiring on
January 16. Combined, these three retirees represent approximately 80 years of dedicated service and institutional
knowledge to the department.
At the end of this month, five new officers will be sworn in on December 30 and will begin the police academy
on January 4.
The department will also be receiving new body-worn cameras, with implementation anticipated in February.
Progress continues on the STARCOM project as well.

He reported no formal updates.

OLD BUSINESS
Renovations for the new dispatch center are progressing well and are nearing completion. It has been turned
over to IT to do all the installation and wiring of all the computer equipment. The projected date for dispatch to move
upstairs is the end of April/beginning of May.
The Starcom link approved at a previous meeting is still in progress and the hope is that it will be in by January.
Overall, the project is progressing well.
NEW BUSINESS
The meeting schedule for 2026 was presented to the board and there were no objections.
Amanda presented the budget for the year, incorporating upcoming projects and foreseeable costs. We only
have had 7 surcharge payments from the state this year. There seems to be a problem with reimbursements with one or
more carriers, and it looks like the payments have been suspended. There was discussion about changes coming at the
state level for 9-1-1. Member Crowl motioned to approve the budget. Member Springer seconded. Motion approved.
There was discussion about Member Springer’s membership with his retirement. Member Carlson and Member
Springer are going to switch their membership positions on the board. Member Springer will become the EMS Member-
at-Large and Member Carlson will be the EMS Representative. Fire Chief Hovind motioned to approve the title switch for
Members Springer and Carlson. Member Crowl seconded. Motion approved.
PUBLIC COMMENTS
There were no public comments.
Member Springer motioned to adjourn the meeting at 09:38 a.m. Member Stone seconded. Meeting adjourned.
The next meeting will be held on Thursday, February 19, 2026 at 9:00 a.m. at the Galesburg Public Safety Building, 150
South Broad Street, Galesburg, Illinois.
