MEMBERS ABSENT: Phil Dickinson, Mark Martin and Ralph Scott, 3. OTHERS PRESENT: Stephen Gugliotta, AICP. The meeting was called to order at 9:39 am. Approve Minutes of the September 1, 2020 meeting Member Markwart moved to approve the minutes, seconded by Member Gerstenberger. Minutes were approved by voice vote. Consider Citizen Comment No citizen comment. FAC-20-1001 Consider Downtown Façade Redevelopment Grant – 169 N Broad St Kathy Richardson of the Purple Hanger was present and Kurt Fanderclai AIA with Bruner, Cooper & Zuck was present via phone. It was noted the conceptual elevation on the construction planes show four full pane windows in the west wall, but the draft construction drawings on sheet A3.1 show each of those four openings will actually be made up of 16 smaller windows. One member noted another business downtown that used that style and let the applicant know that dust will settle on each of those cross pieces and it could be difficult to clean. The project architect mentioned the conceptual elevation was an early rendition and as the project progressed the plan now is to do the smaller individual panes as shown on sheet A3.1. Member Scott entered the meeting at 9:43 a.m. There was discussion on the difficulty today to emulate the larger panes of glass that were used on storefront in previous times. It would be difficult to find a company that makes those larger panes that offer thermopane (insulated glass), which means it could be three times the expense. Members clarified that these will not be “showroom” windows and that the glazing will have a tint. The architect mentioned that once the existing façade is removed, there may be a slight adjustment to the size of the window openings but the intent is to keep them as close to the size shown on the drawings. ____________________________________________________________________________ Page 2 of 2 A question arose about the option of having four separate window openings each made up of 16 individual smaller windows and instead having each of those four separate window each made up of 2 window panes (for a total of 8 window panes). It was discussed that this would be easier to clean, provide the owner the options of using those front windows to display items if they wanted and the architect mentioned this may be less expensive than the initial proposal. About one year ago they did some selective demolition of the existing wood framing and sheet metal siding to see what was beneath. They were able to see some of the original masonry that was there from many years ago when the building was used as A&P Super Market. The general condition of the masonry appears promising and they intend on patching where broken and tuckpointing the front (west) side. The north, south and east sides will need to be repainted. The project timeline was discussed and the applicant and architect mentioned that it is dependent upon if Council approves the façade grant and the fact that we are entering into colder weather. The applicant and architect will discuss the timeline with the contractor and provide information to City staff. The color scheme of the project was also discussed and members were agreeable to the proposed colors. There was also discussion on the use of awnings. Currently, the awnings shown on the conceptual drawing will not be installed due to keeping costs down. They may be brought back into the project, if funding allows. This may be possible with the change to the window design. Member Gerstenberger made a motion to recommend approval of the façade grant with the suggested change to the window configuration, installing the awnings and the color scheme discussed, seconded by Member Markwart. The attached application packet includes a project narrative from the owner and written explanation of work from the contractor. These statements detail the extent of the window damage and explain the work that will be done. They state the integrity of the window support system is compromised to the point where the window move 3 to 4 inches and causing the windows to twist resulting in further breakage of the stained glass. It is believed the repairs need to be done as soon as possible to the windows known as the Hitchcock Windows. Central Congregational Church is both a National Landmark (9/30/1976) and a Local Landmark (9/19/1977). A Certificate of Appropriateness for window repairs was approved by the Landmark Commission at their May 1, 2019 meeting. The owner anticipates beginning work as soon as possible, weather permitting. The estimated total façade project cost is $98,250 and they are eligible to request up to 50% or a maximum of $80,000 of the project costs through the façade grant program. This project is located INSIDE of the Special Service Area, so any incentive provided will be 50% from the City (through the Tax Increment Financing District IV fund) and 50% from the Galesburg Downtown Council. For example, if a façade grant of $49,125 is approved then $24,562.50 would come from the city and $24,562.50 would come from the Galesburg Downtown Council.
