MEMBERS ABSENT: Steve Gerstenberger, Carla Markwart, 2. OTHERS PRESENT: Steve Gugliotta, AICP. The meeting was called to order at 9:30 am. Approve Minutes of the May 4, 2021 meeting Member Holloway moved to approve the minutes, seconded by Member Martin. Minutes were approved by voice vote. Consider Citizen Comment No citizen comment. FAC-21-0701 Consider Downtown Façade Redevelopment Grant – 311 E Main St The building is in need of masonry repairs/tuckpointing The owner anticipates beginning in August, estimated completion by October 1, 2021. The estimated total façade project cost is $129,870 and they are eligible to request up to 50% or a maximum of $80,000 of the project costs through the façade grant program. This project is located INSIDE of the Special Service Area, so any incentive provided will be 50% from the City (through the Tax Increment Financing District IV fund) and 50% from the Galesburg Downtown Council. For example, if a façade grant of $64,935 is approved then $32,467.50 would come from the city and $32,467.50 would come from the Galesburg Downtown Council. Mr. Bondi stated he did seek estimates from 3 mason contractors, but the job was too big for two of them and they did not return proposals. The other two did have positive comments about the mason that did submit an estimate. The last time the building was tuckpointed was in the late 1970s or early 1980s. Member Holloway made a motion to recommend approval of the façade grant, seconded by Member Scott. Roll Call #1 Ayes: Bullis, Holloway, Martin, Scott, 4. Nays: None. Abstentions: None. Chairperson declared the motion approved. There being no further business, Member Scott made a motion to adjourn, seconded by Member Martin, the meeting adjourned at 9:59 a.m. Stephen Gugliotta, AICP CITY OF GALESBURG Community Development Department Memo Operating Under Council – Manager Government Since 1957 ____________________________________________________________________________ Page 1 of 1 ___________________________________________________________________________________________________________________________________________________________________________________________ TO: Façade Advisory Committee FROM: Steve Gugliotta, AICP DATE: September 3, 2021 AGENDA ITEM: FAC-21-0901 BACKGROUND: Attached for the Committee’s review is a facade grant application from Carla Markwart and Tom Foley, for proposed façade improvements at 109-123 S Cherry St. In 2016 the owners were approved for a Façade grant where they were reimbursed a total of $55,452 (this amount includes both City and GDC amounts) for the replacement of windows on the second floor. That project was completed in the fall of 2019. The building is now in need of masonry repairs/tuckpointing as stated in the project narrative submitted by the owner and the detailed contractor estimates with photos that further show the work proposed. If approved, the owner anticipates beginning work in October with an estimated completion by November 30, 2021. The estimated total façade project cost is $119,315 and they are eligible to request up to 50% or a maximum of $80,000 of the project costs through the façade grant program. This project is located INSIDE of the Special Service Area, so any incentive provided will be 50% from the City (through the Tax Increment Financing District IV fund) and 50% from the Galesburg Downtown Council. For example, if a façade grant of $59,657.50 is approved then $29,828.75 would come from the city and $29,828.75 would come from the Galesburg Downtown Council. Base Bid Scope: Grind & repoint all mortar joints, cut out & reseal all coping stone and water table head joints, & remove and replace 25 spalled or cracked brick total inside the yellow highlighted area on the north elevation. Base Bid Scope: Perform lintel repairs as described by the scope at the red highlighted areas on the north & west elevations. Alternate #4 Bid Scope: Grind & repoint 100 SF of deteriorated mortar joints & remove and replace 25 spalled or cracked brick at the bottom of the building. Alternate #4 Bid Scope: Remove, salvage, & reset (9) stone treads on north wall. Alternate #3 Bid Scope: Remove vines after power lines & weather heads have been covered & deenergized, grind & repoint 650 SF total of deteriorated mortar joints, remove & replace 75 spalled or cracked brick total on the east elevation inside the black highlighted area. East Elevation Return Walls: No work can be performed on the walls highlighted in red unless the power lines and weather heads are deenergized and removed to allow for safe access.
