MEMBERS ABSENT: None. OTHERS PRESENT: Steve Gugliotta, AICP. The meeting was called to order at 9:30 am. Approve Minutes of the September 7, 2021 meeting Member Markwart mentioned the word “lintels” needed to be changed to “dentils” under agenda item FAC-21-0901. Member Gerstenberger moved to approve the minutes, seconded by Member Mike Holloway. Minutes were approved by voice vote. Consider Citizen Comment No citizen comment. FAC-21-0902 Consider Downtown Façade Redevelopment Grant – 56 S Kellogg St Mr. Mangieri provided an updated estimate from the mason contractor that showed an increase of $4,000. Mr Mangieri purchased this property in 2018 and the building has been vacant since. The owner has a lease agreement signed with Western Smokehouse to occupy the first floor. The façade project involves shoring up the existing building, removing all backup brick, laying new 8 inch CMU walls at the East exterior wall. Installing a new modular brick veneer with new limestone sills, bases, heads, bands and copings. The proposal from Otto Baum assumes there is a 12 inch wide existing foundation that is structurally sound and adequate. The owner is to have his architect provide a sealed drawing with enough detail to show the proposed work will meet adopted building codes. Staff mentioned that a drawing sealed by an Illinois licensed architect or structural engineer should be a condition of a grant recommendation. If approved, the owner anticipates beginning work in October with an estimated completion by November 22, 2021. The estimated total façade project cost is $227,870 and they are eligible to request up to 50% or a maximum of $80,000 of the project costs through the façade grant program. This project is located INSIDE of the Special Service Area, so any incentive provided will be 50% from the City (through the Tax Increment Financing District IV fund) and 50% from the Galesburg ____________________________________________________________________________ Page 2 of 2 Downtown Council. For example, if a façade grant of $80,000 is approved then $40,000 would come from the city and $40,000 would come from the Galesburg Downtown Council. Member Holloway made a motion to recommend approval of the façade grant, seconded by Member Gerstenberger. Roll Call #1 Ayes: Bullis, Gerstenberger, Holloway, Markwart, Martin, Scott, 6. Nays: None. FAC-21-0902 Consider Downtown Façade Redevelopment Grant – 143 E Main St PMTSP, LLC purchased this property in 2016 and did do interior renovations in 2018 to secure tenants. The façade project involves removing the existing awning for repairs and reinstallation, removing existing terra-cotta decorative pieces to allow for brick masonry repairs and then reinstallation, removing 7 existing windows and lintels on the second floor to install new lintels and windows in the same openings and then in the spring of 2022 the west wall EIFS will be scraped, cleaned, caulked and receive 2 coats of paint. If approved, the owner anticipates beginning work October 1st with an estimated completion by June 15, 2022. The estimated total façade project cost is $74,838.22 and they are eligible to request up to 50% or a maximum of $80,000 of the project costs through the façade grant program. This project is located INSIDE of the Special Service Area, so any incentive provided will be 50% from the City (through the Tax Increment Financing District IV fund) and 50% from the Galesburg Downtown Council. For example, if a façade grant of $37,419.11 is approved then $18,709.56 would come from the city and $18,709.55 would come from the Galesburg Downtown Council. Member Holloway made a motion to recommend approval of the façade grant, seconded by Member Scott. Roll Call #2 Ayes: Bullis, Holloway, Markwart, Martin, Scott, 5. Nays: None. The façade project involves removing 44 existing wood windows, that have signs of rot and disrepair, and replacing them with new aluminum fixed windows. The new windows will have a black anodized finish and 1 inch bronze low E glass. Three estimates were provided: • Glass Specialty WLC, Inc. $220,413.05 • Grawey Glass $195,850 • Martin Rentals $182,400 If approved, the owner anticipates beginning work in December 2021 (weather permitting) with an estimated completion within 60 days of starting. The estimated total façade project cost is $182,400 and they are eligible to request up to 50% or a maximum of $80,000 of the project costs through the facade grant program. This project is located INSIDE of the Special Service Area, so any incentive provided will be 50% from the City (through the Tax Increment Financing District IV fund) and 50% from the Galesburg Downtown Council. For example, if a façade grant of $80,000 is approved then $40,000 would come from the city and $40,000 would come from the Galesburg Downtown Council.
