Approve Minutes of the December 7, 2021 meeting Member Holloway moved to approve the minutes, seconded by Member Gerstenberger. Minutes were approved by voice vote. Consider Citizen Comment No citizen comment. FAC-22-0401 Consider Downtown Façade Redevelopment Grant Program The program success over the years and positive impact to downtown was discussed. Since the program was created in 2009 the FAC has reviewed it’s status and made adjustments as needed. A number of ideas were discussed, such as the GDC continuing their facade program and potentially adjusting project eligibility to those with a total project cost of $20,000 or less, with the larger façade program administered by the city being total project costs of over $20,000. Each with a 50% incentive reimbursement to a maximum dollar amount to be determined. Communication and coordination between both the city and GDC would continue, but how that flows needs further review. Separating the administration of the two facade programs could bring some efficiencies. A discussion on design guidelines ensued and the general consensus was the design of facade projects should be consistent with the era in which the building was constructed. The importance of installing operable window in upper stories instead of fixed windows, even if a building owner does not have current plans to redevelop upper stories now, will allow for future flexibility. There being no further business, Member Gerstenberger made a motion to adjourn, seconded by Member Holloway, the meeting adjourned at 10:22 a.m. Stephen Gugliotta, AICP COMMUNITY DEVELOPMENT DEPARTMENT Operating Under Council – Manager Government Since 1957 ____________________________________________________________________________ Page 1 of 1 Facade Advisory Committee Letter May 3, 2022 AGENDA ITEM: FAC-22-0501 BACKGROUND: Attached for the Committee’s review is a facade grant application from Ryan Cardwell, Iron Spike Brewing Company, for proposed facade improvements at 150 E Simmons St. The proposed project would replace windows on the second floor and tuckpointing / sealing of the brick on the north and east walls. The applicant has stated they have water entering the building and need to do this work to preserve the building and allow further interior renovations (finish work) to take place. They have 13 full time and 17 part time existing jobs and anticipate this work will allow them to create 3 new full time and 3 new part time positions. They have provided pictures of areas of missing mortar and rot in the window frames. The proposed windows will be black on the outside and white on the inside, with low E insulated glass. At the time of drafting this memo, I do have a question in to the applicant on how many windows will be replaced as the number is different in some documentation. I also asked which openings will receive the single hung and which will receive the double hung. Three estimates were provided: • Otto Baum $24,480 to pressure wash masonry on the north and partial east elevations, grind and repoint 475 square feet of deteriorated or cracked mortar joints, apply one saturation coat of water repellent to all masonry on north and east exterior walls. • Hillery Construction $40,050 to remove 11 windows, reframe as needed, install trim after windows are installed, lift rental. • First Glass $86,500 to install 14 windows If approved, the owner anticipates beginning work as soon as June 2022 with an estimated completion by September 1, 2022. The estimated total façade project cost is $151,030 and they are eligible to request up to 50% or a maximum of $80,000 of the project costs through the facade grant program. The program is subject to availability of funds and at this time they can request the maximum available through the City portion, which would be up to $40,000. Over the years, the brick and grout have become eroded and is now leaking water. This water has damaged the frames around the windows and the plaster on the walls on the inside of the second floor. Our plan is to have the tuck pointing done and have the brick sealed, so that no water leaks through. After the brick is done, we are replacing the windows and framing around the windows. We want to repair this back to original color and appearance. Following the brick work and windows being repaired and replaced, we can then finish the molded plaster around the inside of the windows. EXPERIENCE - Iron Spike has been owned and operated by the same individual for the past 8 years. Our significant knowledge of the business and ability to adapt to the changing needs of the business are important. It is because of the hard work, the team in which we have developed and reputation of the business that we are now a staple of our community. In the past 8 years of operation Iron Spike has taken many steps to ensure we are relevant now and will be in the future. Since opening, we have expanded our business many times. We purchased and developed the old city building behind Iron Spike. We have added a canning line and fermenters allowing us to distribute our product locally and to surrounding communities. We believe that investments in our community yield the greatest return and that is why Iron Spike has committed to being a long-term partner to the community. Need - Provided are finical statements showing the proposed cost. Given the size and scope of the project you can see the significant cost to the business, even if provided with the incentive. If the incentive is provided, then Iron Spike can start the remodel of the upstairs with estimates provided. If the incentive is not granted, a significant decrease in materials and work would be done. For example, smaller less expensive windows that would drastically effect the building cosmetically, both from the outside and from the inside given the unique and ornate window moldings. We feel this is in partial. Exactly what the incentive is used for, to keep the downtown area attractive, viable, provide places to walk and be entertained by historic yet still useful buildings. Finishing the windows on the second floor would allow for the renovation of the second floor into a dinning and banquet area complete with a prep kitchen and dining room. The upstairs area would include the existing bar and lounge area that is currently not able to be used due to the erosion of the brick and mortar and the weather damaged windows. To provide the incentive will ensure the building is repaired to an operational state and ensure that we retain our current employees and create new jobs for future associates. PUBLIC BENEFIT DESCRIPTION – We believe the public will benefit from repairs in a couple different ways. Economic Benefit. Currently as is stands the second floor of Iron Spike is not usable due to the needing of repairs. After the work is complete we plan on opening the second floor of Iron Spike. The space is being renovated into a banquet style room, complete with its own service bar and prep kitchen. Because of this, we will have an increase in sales and employees. This in return, equals sales tax revenue for the City of Galesburg. Iron Spike owes a lot of its success to the local community near to Galesburg but has also become a beacon for visitors from other areas. Located between Peoria and the Quad Cities, Iron Spike has not only become a staple of Galesburg but to the craft beer and restaurant scene of the Midwest. Preserving history through buildings. Helping to give people a sense of place and connection to the past. This building represents something important to Galesburg residence, a sense of permanency and heritage. Preservation of such a building is a one-way street. We can never be certain what will be valued in the future. There is no chance to renovate or save a building once it’s gone. This will be a continued discussion from the previous meeting. The Facade Redevelopment Grant Program was established on March 2, 2009 with the adoption of resolution 09-08. It was is a joint program between the City and Downtown Council. The initial guidelines stated a property owner must have a total project cost of at least $40,000 to be eligible for a possible reimbursement of up to 50% of the project cost, with a maximum incentive capped at a total of $40,000. These incentives were typically split 50/50 between the City and Downtown Council. Which meant if the incentive is to reimburse 50% of the project cost, the City would reimburse 25% and the Downtown Council would reimburse 25%. There are a few times when these costs were not split 50/50. For example, the Downtown Council did provide a $1,500 reimbursement toward architectural fees in which the City did not participate. Also, the boundaries of the Facade grant program extend outside of the Downtown Council Special Service Area (SSA) boundaries. Due to the different boundaries, there were projects in which the City provided the incentive and the Downtown Council could not participate. During the first four years there were 13 projects completed that provided an estimated total project investment of $1,357,000. Of that total, the City facade incentive provided was approximately $234,960 and the Downtown Council provided approximately $251,557. Between July 2013 and July 2015 no applications were submitted that met the Facade grant program criteria. Due to this, the Facade Committee reviewed the program and suggested changes that were reviewed and approved by both the City Council and Downtown Council to keep the program viable and vibrant. At their February 1, 2016 meeting, the City Council approved resolution 16-07 that made the below modifications to the program: • Lowered the total project cost required to be eligible from $40,000 to $30,000 • Increase the maximum incentive offered so that it is 50% of the project cost or a maximum of $80,000, with the incentive still being split 50/50 between the City and GDC if the project was within the SSA. If the property is outside the SSA but within the Facade grant boundaries the entire incentive would be paid by the City Since the program was modified in 2016, there were 14 projects completed that provided an estimated total project investment of $1,708,536.
