MEMBERS ABSENT: Steve Gerstenberger, Mark Martin, 2. OTHERS PRESENT: Steve Gugliotta, AICP. The meeting was called to order at 9:47 am. Approve Minutes of the September 5, 2023 meeting Member Holloway moved to approve the minutes, seconded by Member Scott. Minutes were approved by voice vote. Consider Citizen Comment No citizen comments. FAC-23-1101 Consider Downtown Residential Fire Sprinkler Grant Program The goal of this program will be to encourage an increase in residential units in the downtown area by offering a reimbursement for expenses related to the installation of fire sprinkler and/or fire alarm systems related to the redevelopment of spaces for residential units. City staff spoke with a Fire Sprinkler contractor to discuss estimated costs and also reviewed a similar project completed downtown that developed residential units and installed sprinkler and fire alarm systems. Discussion also included talking to the Galesburg Downtown Council at their next board meeting about the possibility of creating a complementary program whereby the GDC offers an incentive toward some professional design expenses related to doing a basic code study. Encouraging the development of additional rental units in the downtown area will improve the vibrancy of the downtown area. It may also help to reduce insurance costs. Member Markwart made a motion to recommend approval of the Downtown Residential Fire Sprinkler Grant Program, seconded by Member Scott. Roll Call #1 Ayes: Bullis, Holloway, Markwart, Scott, 4. Nays: None. Abstentions: None. Chairperson declared the motion approved. There being no further business, Member Scott made a motion to adjourn, seconded by Member Markwart, the meeting adjourned at 10:06 a.m. Stephen Gugliotta, AICP COMMUNITY DEVELOPMENT DEPARTMENT Operating Under Council – Manager Government Since 1957 ____________________________________________________________________________ Page 1 of 1 Facade Advisory Committee Letter December 5, 2023 AGENDA ITEM: FAC-23-1201 BACKGROUND: Attached for the Committee’s review is a facade grant application from Smokin Willies BBQ, LLC, for proposed facade improvements at 161 N Cherry St. Smokin Willies BBQ, LLC is proposing to purchase 161 N Cherry St and conduct renovations to open a permanent home for their business. Façade renovation includes the installation of a sign, exterior lighting for both security and aesthetics and the installation of 5 new windows to replace old block and boarded up windows. It is anticipated at least 8 jobs will be created as a result of this project. If approved, the owner anticipates beginning work in February 2024 with an estimated completion by October 2, 2024. The estimated total façade project cost is $37,982.78 and they are eligible to request up to $18,991.39 through the facade grant program. We have received the following information: • Proof of Option to purchase property • Proof the taxes are current • Proof of insurance from the building owner • Proof of available owner’s equity • Two bids each for windows, electrical and roofing SUPPORTING DOCUMENTS: 1.
