SUBJECT: August 17, 2020 Board of Fire and Police Commissioners Meeting Minutes
The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman Robert Fulton on
Monday, August 17, 2020 at 10:01 a.m. via conference call on 309/344-2251 due to COVID-19 concerns and City Hall
being closed. Conducting the meeting by conference call was approved by City Administration.
Those present via conference call were: Chairman Robert Fulton, Commissioner Thomas Peters, Commissioner Diane
VanHootegem, Fire Chief Randy Hovind, Police Chief Russell Idle, Fire Deputy Chief Brad Stevenson, Secretaries Jenni
Moser and Amanda Jennings

None
Approve
Commissioner Peters motioned to approve the minutes of the June 15, 2020 regular meeting. Commissioner VanHootegem
seconded the motion. Minutes approved.
Correspondence
Chairman advised the Commission received a request from a previous candidate for background information. Attorneys
Broihier and Nolden were consulted. The candidate previously signed a waiver stating this information would not be
available or disclosed to candidates. Attorney Nolden drafted a response including a denial per State law.
Old Business
Chief Idle advised the PD is having issues with COVID-19 and other health issues. Manpower and scheduling issues were
discussed. He also mentioned an FBI search warrant was conducted last week resulting in 3 arrests.
Chief Hovind advised a background investigation has been started on entry level candidate number 11 on the current
eligibility list. Four candidates have declined employment and one did not respond to an interest inquiry. A tentative swear-
in date has been scheduled for September 8, 2020.
Captain Brackett’s wife is having health issues and thought he would have to decline being promoted to Battalion Chief for
the current vacancy. The union contract states a promotion vacancy must be filled within 180 days but it was agreed to
grant a 30-day extension to give Captain Brackett more time to make a good decision. Only two candidates made the new
promotional list for Battalion Chief. Captain Brackett would still remain on the list if he declines now.

Fire entry level testing was discussed and there are currently 19 applicants with 8 submitting proper documentation at this
time. Applications are due by September 13th. Testing is scheduled for Saturday, September 26, 2020 starting at 8 a.m. at
the Fire Training Site. The written exam will take place in the afternoon at Central Fire Station. Chief Hovind advised they
are offering a candidate walk through of the physical agility test at the fire training site on August 25th and 26th. Several
minority candidates have already applied.
New Business
A promotional and new hire swear-in ceremony has been scheduled for Tuesday, September 8, 2020 at 11:30 a.m. An
additional swear-in ceremony for 2 entry level police candidates was also scheduled for Monday, October 5, 2020 at 10
a.m.
Adjournment
There being no further business, a motion to adjourn the meeting was made by Commissioner Peters and seconded by
Commissioner VanHootegem. Meeting adjourned at 10:20 a.m.
The next regular scheduled meeting will take place on Monday, October 19, 2020 at 10:00 a.m. in the Administrative
Conference Room, City Hall, Galesburg, Illinois.
