SUBJECT: February 15, 2021 Board of Fire and Police Commissioners Meeting Minutes
The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman Robert Fulton
on Monday, February 15, 2021 at 10:00 a.m.
Those present via conference call were: Chairman Robert Fulton and Commissioner Diane VanHootegem.
Those present in person were: Commissioner Thomas Peters, Fire Chief Randy Hovind, Police Chief Russell Idle,
Secretaries Jenni Moser, Amanda Jennings and Courtney LaFollette.

Approve
Commissioner Peters motioned to approve the minutes of the August 17, 2020 regular meeting. Commissioner
VanHootegem seconded the motion. Minutes approved.
Correspondence
None
Old Business
Chief Idle advised the PD currently has 48 officers including 3 in FTO training and one currently attending the academy.
K9 Dax, ID#191, has recently joined the department. There is currently one vacancy in the department. There have been 7
shootings in 7 weeks resulting in 2 deaths and 5 or 6 injures however, all cases have been solved and arrests have been
made. A wellness program has been put in place to help the emotional toll this has placed on officers.
Chief Hovind thanks the commissioners for their help with the hiring process of Candidate Wells. He advised they will be
making updates to streamline the new hire process. If the next candidate passes the background exams, he and Wells will
be sworn in on Monday, February 22, 2021 at 10 a.m. and then proceed to the academy. A fire fatality occurred on
February 14, 2021 that is currently still under investigation. The other involved party’s condition is unknown at this time.
Six Firefighters were called in to help during this incident.
New Business
Commissioner VanHootegem motioned to approve the 2021 Meeting Calendar. Commissioner Peters seconded the motion.
2021 Meeting Calendar was approved.

Commissioner Peters motioned to approve the 2020 Annual Report. Chairman Fulton seconded the motion. 2020 Annual
Report was approved.
It is unknown whether the ILFPCA Spring Seminary will be held in May. Chairman Fulton has reached out for more
information regarding the seminar but has not heard back. Amanda Jennings advised she will notify if any correspondence
is made. Commissioner VanHootegem and Chairman Fulton both agree the seminar should be held virtually due to COVID-
19.
A swear-in ceremony has been scheduled for Monday, February 22, 2021 at 9:00 a.m. for 2 fire candidates (tentatively).
The fire promotion testing deadline to apply was Friday, February 12, 2021. A total of 13 candidates will test. Interviews
will be held on Thursday, April 8, 2021 at 9:00 a.m. The written exam will be held on Thursday, April 22, 2021 at 9:00 a.m.
in the PSB Auditorium. The Assessment Center activities will be held on April 28th and 29th. The final list will be posted
Friday, May 14, 2021.
Chairman Fulton expressed concern for the Commissioners part in the interview process for the selection of the Deputy
Chief positions. Both Chief Idle and Chief Hovind respect the Commissioners perspective and input. Further discussion
was held.
Brad Nolden advised the City is in contract negotiations with both Police and Fire Unions.
Adjournment
There being no further business, a motion to adjourn the meeting was made by Commissioner VanHootegem and
seconded by Commissioner Peters. Meeting adjourned at 10:42 a.m.
The next regular scheduled meeting will take place on Monday, April 19, 2021 at 10:00 a.m. in the
Administrative Conference Room, City Hall, Galesburg, Illinois.
