SUBJECT: April 19, 2021 Board of Fire and Police Commissioners Meeting Minutes
The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman Robert Fulton
on Monday, April 19, 2021 at 10:00 a.m.
Those present in person were: Chairman Robert Fulton, Commissioner Diane VanHootegem, Commissioner Thomas Peters,
Fire Chief Randy Hovind, Police Chief Russell Idle, City Attorney Brad Nolden, Secretaries Jenni Moser, Amanda
Jennings and Courtney LaFollette.

None
Approve
Commissioner Peters motioned to approve the minutes of the February 15, 2021 regular meeting. Commissioner
VanHootegem seconded the motion. Minutes approved.
Correspondence
None
Old Business
Chief Hovind advised Firefighter Wells and Cervantez have graduated from the fire academy and currently have 3 weeks
of training to complete before starting on shift. There may be a retirement soon in the department which will create an
opening. Captains testing will also be beginning this week with the assessments to follow.
Chief Idle stated that 3 officers have just completed field training, 1 will be starting a 16-week field training and 1 lateral
transfer will be sworn in on June 7, 2021. The department will then be fully staffed.
Discussion was held regarding the police candidate list and the process of selecting qualified candidates.
Fire Promotion Testing interviews were held on April 8, 2021. The written exam will be held on Thursday, April 22, 2021
at 9:00 a.m. in the PSB auditorium. The assessment Center activities will be held on April 28th and 29th. No
Commissioners will be present at the assessment center.

The ILFPCA Spring Seminar will be held. Commissioner Peters and Commissioner VanHootegem will be able to attend.
Commissioner VanHootgem will plan to attend modules 1 and 3. Commissioner Peters will plan to attend module 5 later
in the year.
New Business
An officer swear-in ceremony will be held at 10:00 a.m. on June 7, 2021 for the swearing in of Matthew Howard.
Adjournment
There being no further business, a motion to adjourn the meeting was made by Commissioner Peters and seconded by
Commissioner VanHootegem. Meeting adjourned at 10:15 a.m.
The next regular scheduled meeting will take place on Thursday, June 17, 2021 at 1:30 p.m. in the
Administrative Conference Room, City Hall, Galesburg, Illinois.
