HomeMy WebLinkAboutF&P Meeting Minutes 06172021City of Galesburg Board of Fire and Police Commission • Public Safety Building 150 South Broad Street • Galesburg, IL 61401 • 309/345-3729 • www.ci.galesburg.il.us City of Galesburg Operating Under Council – Manager Government Since 1957 Board of Fire and Police Commissioners TO: Board of Fire and Police Commissioners Chairman Robert Fulton, Commissioner Thomas Peters, Commissioner Diane VanHootegem FROM: Courtney LaFollette, Public Safety Clerk DATE: June 17, 2021 SUBJECT: June 17, 2021 Board of Fire and Police Commissioners Meeting Minutes The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman Robert Fulton on Thursday, June 17, 2021 at 1:30 p.m. Those present in person were: Chairman Robert Fulton, Commissioner Diane VanHootegem, Commissioner Thomas Peters, Fire Chief Randy Hovind, Police Chief Russell Idle, City Attorney Brad Nolden, Secretaries Jenni Moser, Amanda Jennings, Firefighter Joseph Brignall and Courtney LaFollette. Public Citizen Comment None Approve Commissioner VanHootegem motioned to approve the minutes of the April 19, 2021 regular meeting. Commissioner Peters seconded the motion. Minutes approved. Correspondence None Old Business Chief Hovind advised Firefighter Wells and Cervantez have entered their shifts. He has implemented a new training regimen. New candidates will have psych evaluations on June 25th and the physical on June 30th. Chief Idle stated Officer Howard has just started training and Officer Trulson is in his final phase of training. Another swear-in is planned for September. Final Fire Captain Promotional list results are in. Discussion was held regarding removing the 70% cumulative threshold for the exam and as long as pre-requisites are met the candidates could be considered qualified. The ILFPCA Spring Seminar was held. Commissioner VanHootegem thought the seminar was extremely beneficial. Commissioner Peters asked questions concerning use of our City Attorney, thoughts on re-testing candidates and the procedures regarding the taping of oral interviews and meetings. Commissioner Peters nominated Commissioner Fulton for chairman. Commissioner Vanhootegem seconded the motion. Commissioner Fulton nominated Commissioner Peters for secretary. Commissioner Vanhootegem seconded the motion. Motion approved. Police Entry Level list expires in July 2022 and Police Promotional List will expire October 2022. Fire Entry Level list will expire December 2022 and the Fire Promotions list will expire August 2023. Discussion was held regarding these lists and when the testing process should begin. Discussion was held on diversity. Chief Hovind expressed that he is looking at current testing, possible apprenticeships and an explorer program in hopes to help diversify their candidate pool. Previously, he and several individuals in the community came together and provided candidates with study packets as well as allowed them to run through the combat challenge at the training site. Everyone was invited and 5 attended. Further discussion was held on additional possible ways to recruit candidates and all agreed to keep this as an agenda item for continued consideration. Adjournment There being no further business, a motion to adjourn the meeting was made by Commissioner Peters and seconded by Commissioner VanHootegem. Meeting adjourned at 2:19 p.m. The next regular scheduled meeting will take place on Wednesday, August 18, 2021 at 10:00 a.m. in the Erickson Conference Room, City Hall, Galesburg, Illinois.
