SUBJECT: December 20, 2021 Board of Fire and Police Commissioners Meeting Minutes
The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman Robert Fulton
on Monday, December 20, 2021 at 10:00 a.m.
Those present in person were: Chairman Robert Fulton, Commissioner Diane VanHootegem, Commissioner Thomas Peters,
Fire Chief Randy Hovind, Police Deputy Chief Daniel Hostens, Secretaries Jenni Moser and Amanda Jennings

Approve
Commissioner Peters motioned to approve the minutes of the August 18, 2021 regular meeting. Commissioner
VanHootegem seconded the motion. Minutes approved.
Commissioner VanHootegem motioned to approve the special meeting minutes for December 6, 2021 with
Commissioner Peters giving the second motion. Motion carried.
Comissioner VanHootegem motioned to approve the executive session minutes for April 22, 2021, October 2, 2021,
October 14, 2021 and November 8, 202. Commissioner Peters seconded the motion. Approved.

Old Business
Police Deputy Chief Hostens reported that background checks are being conducted on the remaining entry level
candidates on the current list. A lateral candidate is interviewing today. There will be at least one if not several officers
resigning in the near future for employment with Illinois State Police. Another officer is seeking employment out of state.
Chairman Fulton advised there needs to be discussion on the next police testing phase.
Chief Hovind advised they have several candidates completing background checks also. One candidate has declined
employment. Fire is anticipating a retirement in March 2022. The City of Galesburg did a manpower study and it was
recommended to hire three Firefighters. Overtime costs for 2021 were approximately $350,000. Chief mentioned they had
to mandate overtime for the first time ever this year. There are concerns on the pool of candidates for hiring. Chief also
mentioned that numerous other area departments will need to hire next year as well. Further discussion was held on

staffing and training. Chief Hovind also advised they will be starting weekly study groups for entry level candidates in
March 2022.
Discussion was held on recruitment. The Commission is open to suggestions. Many departments are unfortunately in the
same position on this topic. Police is not an attractive career path at this current time. Chief Hovind stated there is
difficulty nationwide with employment.
New Business
The 2022 meeting calendar was presented to the Board. Commissioner VanHootegem will not be present for the
scheduled February meeting. Discussion was held and all agreed to reschedule the meeting for Tuesday, February 22,
2022. Commissioner Peters motioned to approve the meeting calendar and the rescheduling of the February 2022 meeting.
Commissioner VanHootegem seconded. Motion approved.
A police swear-in ceremony was scheduled for January 10, 2022. Commissioners Peters and VanHootegem will be
available.
Another police lateral application was received. The candidate is from Bureau County, Illinois. He will be interviewing
with Investigations and then with the Commission and also completing the written exam after this meeting.
Chairman Fulton wished everyone a Merry Christmas.
Adjournment
There being no further business, a motion to adjourn the meeting was made by Commissioner Peters and seconded by
Commissioner VanHootegem. Meeting adjourned at 10:33 a.m.
The next regular scheduled meeting will take place on Tuesday, February 22 2022 at 10:00 a.m. in the
Administrative Conference Room, City Hall, Galesburg, Illinois.
