The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman Robert Fulton
on Monday, April 18, 2022 at 10:00 a.m.
Those present in person were: Chairman Robert Fulton, Commissioner Thomas Peters, City Attorney Bradley Nolden,
Police Chief Russell Idle, Fire Chief Randy Hovind, Secretaries Jenni Moser, Amanda Jennings and Courtney LaFollette.
Those present by phone were: Commissioner Diane VanHootegem.

None
Approve
Commissioner Peters motioned to approve the minutes of the February 22, 2022 regular meeting. Commissioner
VanHootegem seconded the motion. Minutes approved.
Correspondence
New rules and regulations have to be published. Will start the hiring process for two officers soon. The commissioners
will work on their availability for the upcoming testing dates.
Old Business
Chief Idle advised that there are currently 7 openings in the department. With one officer leaving soon and one planning
to retire the department will be down 9 officers. Two new hires are currently at the academy. There have only been 4
applicants so far. All agencies are currently struggling to hire.
Chief Hovind advised they are currently down 3 firefighters and one is on light duty. Firefighter Yocum will be
graduating on Friday, another candidate will be heading to the academy in May. Chief also added there may be 2 more
retirements later this fall and early next year. At the recent orientation meeting there were only 15 people who attended
the event.
New Business
Commissioner Peters motioned to approve the 2021 Annual Report. Commissioner VanHootegem seconded the motion.
Motion approved.
Commissioner Peters motioned for Chairman Fulton to remain the chairman. Commissioner VanHootegem seconded the
motion. Motion approved.
Commissioner VanHootegem motioned for Commissioner Peters to remain the secretary. Chairman Fulton seconded the
motion. Motion approved.

The Police Entry Level test is scheduled for Saturday, May 21st with an explanation of the power test to follow.
The new Police entry level study guides have arrived and will be sent to the potential candidates. Chairman Fulton
advised a math tutoring session should be offered to the candidates as well if they are interested.
The Police Promotional Written Exam will be held Tuesday, August 30, 2022 at 6:00 p.m. with interviews to follow on
September 6th and 7th, 2022.
Fire Entry Level Testing is scheduled for Saturday, September 17, 2022. Study sessions will be available as well as run
throughs for the combat challenge.
There has been discussion with the union regarding making changes to the Fire Promotional process. This includes
changing the point allotments and getting rid of the 70-minimum requirement for the Captain and Battalion Chief. Chief
Hovind suggested that the Captain and Battalion Chiefs would submit resumes and be asked questions based on the
resume to get to know each candidate better and see who would be a better fit overall.
Discussion was held regarding making updates to the current Rules and Regulations. A few changes mentioned were the
change in the educational requirement from 60 to 30 hours for police, dropping the educational requirement entirely for
lateral police officers and adding residency points for fire candidates. A motion to approve the Rules and Regulations
changes was made by Commissioner VanHootegem and seconded by Commissioner Peters. All were in favor. Motion
passed.
Adjournment
There being no further business, a motion to adjourn the meeting was made by Commissioner Peters and seconded by
Chairman Fulton. Meeting adjourned at 10:45 a.m.
The next regular scheduled meeting will take place on Monday, June 27 at 10:00 a.m. in the Administrative Conference
Room, City Hall, Galesburg, Illinois.
