HomeMy WebLinkAboutF&P Meeting Minutes 121922 BOARD OF FIRE & POLICE COMMISSION Operating Under Council – Manager Government Since 1957 City of Galesburg Board of Fire and Police Commission • Public Safety Building 150 South Broad Street • Galesburg, IL 61401 • 309/345-3729 • www.ci.galesburg.il.us TO: Board of Fire and Police Commissioners Chairman Robert Fulton, Commissioner Thomas Peters, Commissioner Diane VanHootegem FROM: Amanda Jennings, Secretary DATE: December 19, 2022 SUBJECT: December 19, 2022 Board of Fire and Police Commissioners Meeting Minutes The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman Robert Fulton on Monday, December 19, 2022 at 10:00 a.m. Those present in person were: Chairman Robert Fulton, Commissioner Thomas Peters, Commissioner Diane VanHootegem, Chief Russ Idle, Fire Chief Randy Hovind, Secretaries Jenni Moser and Amanda Jennings Public Citizen Comment None Approve Commissioner Peters motioned to approve the minutes of the October 10, 2022 regular meeting. Commissioner VanHootegem seconded the motion. Minutes approved. Commissioner VanHootegem motioned to approve the special meeting minutes for November 18, 2022. Commissioner Peters gave the second motion. All were in favor. Correspondence A new police lateral application was recently received. The candidate would like to test after the first of the year. Discussion was held on coordinating the testing. Old Business Chief Hovind gave a hiring update. There may be 2 possible retirements after the first of the year and 8 possible vacancies. The new list will be depleted quickly. Chief Hovind presented a new testing option for entry level and promotions. This could possibly assist with diversity and testing more frequently. Chief will gather more information for the next meeting. Chief Idle reported that 5 new Officers were just sworn into office. Next Tuesday there is another ceremony for 3 additional Officers. He advised there will be a need to test for entry level candidates again before the May 2023 Academy. There have been 2 additional resignations received recently. Discussion was held on why candidates are not allowed to use a calculator on the math portion of the entry level test. Chairman suggests inquiring with the test vendor on flexibility. If not, then could inquire on legality. A brief discussion was held on police promotional testing. Testing is complete and a new list has been established. There is a possibility that police will try to add language regarding promotional testing into the next contract. Police entry level testing was discussed at length due to timing of upcoming academies. It was decided to conduct another cycle in early March. The Chairman will not be available but Commissioners Peters and VanHootegem can handle. Chairman Fulton will attend the interviews remotely. Orientation and the written exam were scheduled for Saturday, March 4, 2023 at 9 a.m. in the Public Safety Building Auditorium. An alternate date of Tuesday, March 7th at 6 p.m. was set if needed. Interviews will take place on Monday, March 20th and Tuesday, March 21st if needed. New Business Chairman Fulton gave an update on the Illinois Fire and Police Commission Association’s Fall Seminar. He was surprised to learn that the majority of Commissions throughout the State do not proctor tests. Further discussion was held and agreed that more research on options should be done. The 2023 meeting dates were presented and reviewed. There being no further business, a motion to adjourn the meeting was made by Commissioner VanHootegem and seconded by Commissioner Peters. Meeting adjourned at 10:48 a.m. The next regular scheduled meeting will take place on Monday, February 20, 2023 at 10:00 a.m. in the Administrative Conference Room, City Hall, Galesburg, Illinois.
