SUBJECT: August 21, 2023 Board of Fire and Police Commissioners Meeting Minutes
The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman
Thomas Peters on Monday, August 21, 2023 at 10:00 a.m.
Those present in person were: Chairman Thomas Peters, Commissioner Diane VanHootegem, Police
Chief Russ Idle, Police Deputy Chief Kevin Legate, Fire Chief Randy Hovind, Secretaries Amanda Jennings,
Jenni Moser and Jenna Hunt.

None
Approve
Commissioner VanHootegem motioned to approve the minutes of the June 19, 2023 regular meeting.
Chairman Peters seconded the motion. Approved.
Correspondence
None
Old Business
Police have three officers graduating from the academy on Thursday. They plan to hire one or two for the
September academy. There will be a need to test again as the entry level list is exhausted.
Fire will be swearing-in Candidate Chever Harkey on August 28, 2023. Fire will be fully staffed. There will
be a potential retirement in January. The last four new hires are doing well. There are five remaining on
the fire entry level list. Chief Hovind recommends testing annually. Fire is currently accepting applications
for testing in September. There are currently 15 candidates. Fire has been allowing candidates to run
through the agility and to take part in study groups. The final Battalion Chief list is posted. There was a
change in the testing process. There was collaboration with the Union. Fire is starting to plan the Captain
promotional testing process.
New Business
Police Entry Level Testing will be held on Saturday, September 30, 2023 at 9:00 a.m. and Tuesday,
October 3, 2023 at 6:00 p.m. Interviews will be held on Thursday, October 12th starting at 9:00 a.m.

There being no further business, a motion to adjourn the meeting was made by Commissioner
VanHootegem and seconded by Chairman Peters. Meeting adjourned at 10:14 a.m.
The next regularly scheduled meeting will take place on Monday, October 16, 2023 at 10:00 a.m. in the
Administrative Conference Room, City Hall, Galesburg, Illinois.
