SUBJECT: October 16, 2023 Board of Fire and Police Commissioners Meeting Minutes
The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman
Thomas Peters on Monday, October 16, 2023 at 10:01 a.m.
Those present in person were: Chairman Thomas Peters, Commissioner Diane VanHootegem,
Commissioner Robert Fulton, Police Deputy Chief Kevin Legate, Fire Chief Randy Hovind, Secretaries
Amanda Jennings, Jenni Moser and Jenna Hunt.
Public Forum (Citizen Comments)
None
Approve
Commissioner VanHootegem motioned to approve the minutes of the August 21, 2023 regular meeting.
Commissioner Fulton seconded. Motion carried.
Correspondence
Previous Police Officer Dorian Utsinger reapplied.
Old Business
Police current staffing is at plus one. Two new hires are in the academy and three are in the field training
phase. There were 15 that recently tested. The next academy is in January.
Firefighter Chever Harkey will be graduating the academy on October 27th. They will be fully staffed. A
grievance from the Battalion Chief test has been resolved. Discussion was held on the previous Firefighter
eligibility hiring list and the new list. The candidates remaining on the old list will be placed at the top of
the new list but expiring on December 8, 2024. All candidates were aware that this was how the list would
be combined.
Police entry level testing had 15 total candidates that completed testing and 12 are qualified. The
Commission commented on the overall quality of candidates. Amanda presented the preliminary list.
Preference points are due Friday.
Fire entry level interviews were also recently completed. Chief commented that a great deal of work was
put into this group of candidates.

Further discussion was held on recruitment and retention efforts.
New Business
The Fall IFPCA Seminar is approaching but no one will be able to attend. All Commissioners have
previously attended all modules offered.
Discussion was held on the December 18th meeting. All agreed to cancel if there are no business items.
There being no further business, a motion to adjourn the meeting was made by Commissioner Fulton and
seconded by Commissioner VanHootegem. Meeting adjourned at 10:26 a.m.
The next regular meeting is scheduled for Monday, December 18, 2023. If cancelled, the next meeting will
take place on Monday, February 19, 2024 at 10:00 a.m. in the Administrative Conference Room, City Hall,
Galesburg, Illinois
