SUBJECT: April 21, 2025 Board of Fire and Police Commissioners Meeting Minutes
The regular meeting of the Board of Fire and Police Commissioners was called to order by Chairman
Thomas Peters on Monday, April 21, 2025 at 10:01 a.m.
Those present in person were: Chairman Thomas Peters, Commissioner Diane VanHootegem,
Commissioner Bernie Cowan, Acting Police Chief Kevin Legate, Fire Deputy Chief Brock Schmitt, Fire
Deputy Chief/Fire Marshall John Seitz, 911 Coordinator Amanda Jennings, Secretaries Jenni Moser and
Brittni Carr.
Public Forum (Citizen Comments)
None
Approve
Commissioner VanHootegem motioned to approve the minutes of the February 17, 2025 regular meeting.
Chairman Peters seconded. Motion carried.
Correspondence
None
Old Business
The fire department currently has thirteen applicants. Orientation will begin on Wednesday. Most
departments are moving to online testing, which Chairman Peters would approve of.
The police department has two officers that will be graduating from PTI. They are also hiring two more
officers on Monday, which will put them at plus one for a short period of time. Resumes for promotional
testing are due by May 2, 2025. There are currently four turned in for lieutenant and four for sergeant.
Setting a date for interviews discussed. The board agreed on September 9, 2025.
New Business
An official letter of resignation was turned in by Commissioner VanHootegem. Her service will end on
June 1, 2025. The new commissioner has not been formally approved at this time, but Chairman Peters
hopes to receive approval by the end of the month.

Adjournment
There being no further business, a motion to adjourn the meeting was made by Commissioner Cowan and
seconded by Commissioner VanHootegem. Meeting adjourned at 10:14 a.m.
The next regular meeting is scheduled for Monday, June 16, 2025 at 10:00 a.m. in the Chief of Police
Office, Public Safety Building, 150 South Broad Street, Galesburg, Illinois
