Member Woolsey made a motion to approve the minutes, seconded by Member Klohn.

LC-20-0101 Consider Certificate of Appropriateness 576 N Chamber Street
Chairperson Stewart opened the floor for discussion of the retroactive approval of
improvements to the carriage house located at the rear of 576 N. Chambers Street. The
owner, Mr. Maere, apologized for time expended by the Commission for both of this
CoAs. Demolishing the carriage house was quoted at the same cost as restoration.
Overhead carriage-style doors were installed, replacement roof materials chosen to
resemble original slate, areas of siding replaced, side and roof shored up, joists added,
and exterior repainted. The structure is now insurable under the owner’s insurance
agency.
Member Miener suggested the building inspector reinspect the structure per city code
specifications.
Member Fries moved to approve the Certificate of Appropriateness on its historical
merits, seconded by member Miener.

LC-20-0102 Consider Establishing New Meeting Time
Chairman Stewart brought up for discussion the meetings’ time change. The meeting
time was requested to be moved up to 5:30 p.m. on the first Tuesday of the month.
Member Meiner moved, seconded by Member Woolsey to approve time change.
LC-20-0103 Discuss U.S. Department of Transportation – Federal Railroad Association
Installation of ADA-compliant signage at Galesburg Amtrak
Member Fries led a discussion on the historical relevance of the project. He also
established that ADA overrules Historical Preservation. The Commission lamented
about the demolition of the original train station in 1983.
Member Woolsey moved, seconded by Member Fries to give concurrence for the
project.
General Discussion
Adam Vitale’s house was hailed for new lighting additions. House on the NW corner
of Grove and Chambers was praised for recent exterior improvements.
Planner Jollay will prepare memo for possible Community Improvement Awards.
There being no further business, Member Woolsey made a motion to adjourn, seconded by Member
Miener, approved by voice vote the meeting adjourned at 6:48 P.M.

SUBJECT: LC-21-0501 Certificate of Appropriateness – 64 S Academy Street
Attached for the Committee’s review is a Certificate of Appropriateness request from Hope
Cemetery Association. The property owner is proposing to demolish the caretakers building on
the west side of the cemetery adjacent to the Academy Street entrance. They would also like to
replace the existing fencing along S Academy Street with wrought iron fencing.
According to a 2013 architectural survey done Fever River Research, the caretakers building
does not show up and any published Sanborn Maps between 1888 and 1950, although the
cemetery as a whole was omitted from these maps. The survey does state the caretakers cottage
is considered a contributing feature to the cemetery’s design.
A similar request was brought before the Landmark Commission in 2015 and the request was
denied because the Commission at that time felt the building had some architectural uniqueness
and it would be nice to save the structure if possible.
Section 151.071 states the Commission should consider the Building Inspectors opinion,
information on proposed changes in landscaping, evidence of any hardship that may arise and an
assessment of any alterations in the essential character of the area which would occur as a result
of demolition or removal action.

The Hope Cemetery Association is requesting consideration and approval from the
Galesburg Landmark Commission for a Certificate of Appropriateness. The
Association would like to demolish and remove the storage building found at the
entrance gate off Academy Street.
The building is structurally unsafe and not worth repairing. The foundation
is crumbling and the structure is leaning supported partially by the fence. It is not
safe for the storage of the lawn maintenance equipment and for those trespassing
on private property during the evening hours.
The Association feels the present storage structure is not aesthetically
appealing in relation to the historic significance of Galesburg. At the present time
the Association is not pursuing a replacement storage structure. Our plan is to
construct a black wrought iron fence along the Academy Street side of the
cemetery.
In addition to the removal of the shed the Association also requests
permission to remove the old fence and replace it with a black wrought iron fence
the length of the Academy Street side of the cemetery.

Caretakers Building on Grounds of Hope Cemetery
Inspection of the caretakers building was completed today April 15, 2021, to assess the condition
of the structure.
The structure is located on the East side of the cemetery just South of the entrance off Academy.
This structure of wood frame construction and is sitting on brick foundation. The structure is in a
very dilapidated condition. The foundation wall on three of the four walls are just about
completely collapsed leaving just the corner brick piers, the fourth wall on the north side is in the
stage of collapsing and is leaning and breaking free from corners. Looking under the structure
there appears to be a brick column/chimney that also leaning.
Upon looking inside the building it was found at one time this building had a chimney and a
stove (possibly wood) and the chimney has been removed at the roof level and covered, a middle
section was also removed and replaced with wood framing that now supports the upper section.
The building is being used for storage of maintenance equipment. The floor joists are dilapidated
at the ends and no longer supported by the beams and wood sheathing was fastened to the floor
joists to hold them together, the lack of proper support and framing makes it unsafe. The walls of
this structure are moving with wind due to fastener fatigue. The exterior is leaning against the
fence along the public sidwalk on the southeast corner. The entire structure is missing siding in
various areas and trim boards. There is many openings in the exterior allowing for weather to
infiltrate. Structure has a severe lean to the north of approximately 10”-12” .
Based on the visual inspection of the structure on the property of the Hope Cemetery- ,
Caretakers Building, the structure is unsafe and could be more a liabilty than it is worth.

SUBJECT: Proposed Brick Street Work for 2021 & 2022
In accordance with the City of Galesburg Statement of Policy Regarding Brick Streets in the City
of Galesburg, notice of proposed repairs or reconstruction on brick streets shall be given to the
Landmark Commission. The 2021 proposed brick street program is as follows:
Kellogg Street from Dayton Street to Park Lane Avenue (Reconstruct in concrete)
This section of brick street is in bad condition and needs to be reconstructed. The street is a
Category 3 unprotected brick street in accordance with the City of Galesburg Statement of Policy
Regarding Brick Streets in the City of Galesburg. It is proposed to completely remove the entire
street including the concrete curb and gutter and replace it with a concrete street. It will be
similar to the concrete street constructed on Prairie Street a couple of years ago, one block west
of Kellogg St. As part of the project, all sidewalks will be replaced for the length of the project.
Existing driveway approaches will also be reconstructed in concrete.
Proposed work for 2022:
West Street from Main Street to Tompkins Street (Reconstruct in concrete)
This section of brick street is in bad condition and needs to be reconstructed. This street will
see increased traffic in the future due to the proposed construction of the new Galesburg Public
Library on the adjacent block. It is tentatively proposed to reconstruct this street in 2022 if
funds are available. The street is a Category 3 unprotected brick street in accordance with the
City of Galesburg Statement of Policy Regarding Brick Streets in the City of Galesburg. It is
proposed to completely remove the entire street including the concrete curb and gutter and
replace it with a concrete street. As part of the project, it is proposed to replace any sidewalk
in poor condition. Existing driveway approaches will also be reconstructed in concrete.
