Chairperson Stewart declared aquorum was present. Approve Minutes of January 7, 2020 Member Martin made a motion to approve the minutes, seconded by Member Woolsey. Minutes were approved by voice vote. Discuss Citizen Comment None. LC-21-0501 Consider Certificate of Appropriateness – Demolish caretaker cottage and install black wrought iron fence. Nancy Gohlinghorst and Jack Templeton were present on behalf of Hope Cemetery Association. Members asked where storage of lawn equipment will be if the building is demolished. Mr. Templeton said storage of lawn equipment can either be at his home, which is nearby, or other property he owns. Ms. Gohlinghorst and Mr. Templeton stated that if this isapproved, the contractor that is demolishing building for the new library across the street may come over and demolish this structure. The demolition cost is unknown. They plan on saving some pieces of the structure and storing them for possible incorporation into a future structure. They stated they were told the fencing would be the same fencing that is being installed on the property ofthe new library. They were not sure ofthe height ofthe fencing, but they were told it would be wrought iron and installed along the length of South Academy St. It was mentioned that if the Landmark Commission approves the Certificate of Appropriateness, they would still need to obtain a demolition permit and a fence permit. The fence would also still have to meeting local zoning requirements in regards to height and installation. Member Klohn moved to approve the Certificate of Appropriateness with the condition the fencing will be black wrought iron as indicated intheir application, seconded by member Sugai. Abrief update onFaçade grants over this last year was provided. Façade grant was approved for Central Congregational Church for repairs tothe Hitchcock windows onthe north side oftheir building. Afaçade grant for renovations at169 NBroad St, The Purple Hanger. Work has started recently. This morning the façade committee recommended approval ofafaçade grant for work at185 S Kellogg St. This will go to City Council attheir May 17, 2021 meeting. The amount of the grant is $580,000 and the grant term is July 15, 2020 to July 14, 2022. Usually, the homes are reviewed by the State Historic Preservation Office, but they have a backlog of work and we are quickly approaching the deadline of this grant to be able to do renovations. The city’s consultant on this grant, Western Illinois Regional Council (WIRC), is requesting the Galesburg Landmark Commission review the homes at 917 S Chambers St and 563 S Pearl St to determine if they are not historically significant to allow work to proceed. If the Commission determines the structures are historically significant, it is requested a letter be drafted stating what considerations would need to be required. 917 S Chambers St PIN: 99-14-352-001 Built: 1888 National Historic District: No (it is about .52 miles south of the southern edge of the district). Are members interested in doing awards this year? Maybe consider not having the social event prior to a Council meeting but still announcing awards during a council meeting? There is quite a bit of work involved in setting up these events, just wanted to bring up the topic for discussion. If we are giving awards this year a Council meeting date needs to be scheduled. If a social event is desired we need to reserve a conference room and set up the food/drinks/etc, get pictures to make story board displays, make the plaques, send letters/contact recipients so they have time to get the date on their calendars and much more. Brick Street Program 2022. If there will be brick street projects in FY22, information will be brought at a future meeting. Property Tax Assessment Freeze Program. The Illinois State Statutes provide for a Property Tax Assessment Freeze Program. This program freezes the assessed valuation of an owner occupied historic residence when substantial rehabilitation is performed. The assessed valuation is frozen for a period of eight years at the level when the rehabilitation was begun. The valuation is then brought back to market level over a period of four years. The Statute does allow for taxing bodies to opt out of the program within the first 30 days of each calendar year. At their January 18, 2022 meeting the Council voted to stay in the program. *NOTE: Due to the strict requirements and high financial investment required, this is not a program that has been utilized locally. But, it is an option that is available. Annual Reports. The Annual Certified Local Government Report was completed and submitted to the Illinois Historic Preservation Agency in before year end of 2021. Facade Advisory Committee. The FAC will be meeting in February to discuss the program and potential modifications. This program is a joint effort between the City of Galesburg and the Galesburg Downtown Council.
