MEMBERS PRESENT: Melissa Goodwin, Suzanne Klohn, Bob Miener, Paul Stewart, Deb Sugai and Greta Woolsey, 6. MEMBERS ABSENT: Mark Martin, 1. OTHERS PRESENT: Chairperson Stewart declared a quorum was present. Approve Minutes of May 4, 2021 Member Woolsey made a motion to approve the minutes, seconded by Member Klohn. Minutes were approved by voice vote. Discuss Citizen Comment None. LC-22-0201 Consider Historic Significance of two properties to undergo rehabilitation using an Illinois Housing Development Authority (IHDA) housing grant Members reviewed the scope of work narratives provided by Western Illinois Regional Council (WIRC) for the residences at 917 S Chambers St and 563 S Pearl St. Members also considered the design criteria for designating a local landmark as well as city ordinance to determine whether the two structures met the criteria and definitions of architectural and historical significance. Member Woolsey moved to determine the homes at 917 S Chambers St and 563 S Pearl St were not historically or architecturally significant and do not meet the criteria as a local landmark, seconded by member Klohn. Roll Call #1 Ayes: Goodwin, Klohn, Miener, Stewart, Sugai, Woolsey, 6. Nays: None. Abstentions: None. Absent: Martin, 1. Motion was approved by voice vote. Page 2 of 2 LC-22-0202 Consider General discussion Members discussed providing historic preservation awards this year. Staff will provide members a copy of the past application form, a list of past recipients and a list of applicants seeking Certificate of Appropriateness in recent years. The Commission would like to have final votes on award recipients at their April meeting and have awards presented at the second Council meeting in May. Brick street work for 2022 was discussed at a previous meeting. Work proposed for 2023 will be brought to the Landmark Commission at a future meeting. The Property Tax Freeze Program was approved by Council at their January 18, 2022 meeting. Staff completed and submitted the annual Certified Local Government Report. The Façade Advisory Committee will be discussing potential changes to the façade program at their upcoming meetings. There being no further business, Member Woolsey made a motion to adjourn, seconded by Member Sugai, approved by voice vote the meeting adjourned at 6:14 P.M. The awards will be given out near the beginning of the May 16th City Council meeting. The Commission will be discussing potential award recipients at tonights meeting. After the February meeting, staff provided a list of past recipients and a list of Certificate of Appropriateness requests for reference. LC-22-0402 Facade Advisory Committee. The FAC will be meeting in April to discuss the program and potential modifications. This program is a joint effort between the City of Galesburg and the Galesburg Downtown Council. Landmarks Illinois. On April 20, 2022, at 12 p.m., Landmarks Illinois will host a live, virtual announcement of the 2022 Most Endangered Historic Places in Illinois.
