The Chairperson shall preside over meetings. In the absence of the Chairperson, the Vice- Chairperson shall perform the duties of the Chairperson. Staff will open the meeting by taking attendance and confirming there is a quorum to conduct business. Staff will then open the floor for nominations of the Chairperson first, then the Vice Chairperson and the Commission shall vote. After the vote, the meeting will be turned over to the newly elected Chairperson. cc: File Copy Page 1 of 1 MINUTES GALESBURG LANDMARK COMMISSION ERICKSON CONFERENCE ROOM OF GALESBURG CITY HALL REGULAR MEETING TUESDAY MAY 3, 2022 AT 5:30 P.M. MEMBERS PRESENT: Melissa Goodwin, Suzanne Klohn, Mark Martin, Bob Miener, Deb Sugai and Greta Woolsey, 6. MEMBERS ABSENT: None. OTHERS PRESENT: None. Staff declared a quorum was present. Approve Minutes of April 5, 2022 Member Klohn made a motion to approve the minutes, seconded by Member Woolsey. Minutes were approved by voice vote. Discuss Citizen Comment None. LC-22-0501 Consider Annual Historic Preservation Awards Awards will be presented at the May 16th Council meeting. Staff mentioned they have heard back from the owner of 455 N Prairie St, who provided a few photos and a project narrative, but have not yet heard from the owner of 319 W North St. Member Woolsey moved to approve the nominations for an historic preservation award, seconded by member Sugai. The Façade Advisory Committee was to meet this morning to discuss discuss potential changes to the facade program, but were not able to get a quorum to conduct the meeting. A list of the 2022 Most Endangered Historic Places in Illinois that was announced by Landmarks Illinois was also provided to the Commission. There being no further business, Member Martin made a motion to adjourn, seconded by Member Miener, approved by voice vote the meeting adjourned at 5:50 P.M. ___________________ Steve Gugliotta, AICP COMMUNITY DEVELOPMENT DEPARTMENT Operating Under Council – Manager Government Since 1957 ____________________________________________________________________________ Page 1 of 1 Galesburg Landmark Commission Letter June 7, 2022 AGENDA ITEM: LC-22-0602, Certificate of Appropriateness for 150 E Simmons St. BACKGROUND: Attached for the Commission’s review is a Certificate of Appropriateness application from Iron Spike Brewing Company, for proposed facade improvements at 150 E Simmons St. This property is known as Old Central Fire Station and has been a Local Landmark since August 1977. The proposed project would replace windows on the second floor and tuckpointing / sealing of the brick on the north and east walls. The applicant has stated they have water entering the building and need to do this work to preserve the building and allow further interior renovations (finish work) to take place. They have 13 full time and 17 part time existing jobs and anticipate this work will allow them to create 3 new full time and 3 new part time positions. They have provided pictures of areas of missing mortar and rot in the window frames. The proposed windows will be black on the outside and white on the inside, with low E insulated glass. The applicant has stated there will be 13 windows replaced on the 2nd floor and 1 window replaced on the 1st floor. In the attached photo, windows numbered 1-3 will be double hung; windows numbered 4-13 will be single hung and the larger window on the 1st floor will be fixed. The windows will be manufactured by Pella and be a dark bronze color. The applicant has also applied for a Façade Grant and the Façade Advisory Committee will be meeting to discuss the request at their June 7, 2022 meeting at 9:30 a.m. If approved, the owner anticipates beginning work as soon as June 2022 with an estimated completion by September 1, 2022. Section 12-133 establishes criteria for landmarks applying for a certificate of appropriateness. The Landmark Commission must find that the activity proposed will not adversely affect the significant historical or architectural character and is appropriate and consistent with the design criteria established for the landmark or will remedy conditions imminently dangerous to life, health or property as determined by the building inspector. Previous Certificate of Appropriateness requests at this address include: • 1978 for exterior light fixtures • 1996 to replace 2nd story windows • 1998 to replace 1st floor windows facing Simmons St • 1999 to replace attic windows • 2017 to install a new sign SUPPORTING DOCUMENTS: 1.
