Meeting Minutes
November 23, 2021
Regular and Annual Meeting
Members Present:
Randy Hovind, Brock Schmitt, Jared Hawkinson, Dan Hostens, Karrie Heartlein.
Mindy Pilger joined the meeting via Google meets. Also present was David Martin from IEMA and
Jenni Moser.
LEPC Chairman Schmitt called the Regular Meeting to order at 2:00 p.m.
New Business
David Martin presented “Keeping LEPC Vibrant”. He will send the presentation to Chairman Schmitt.
Suggestions:
1. Have a representative from each facility with chemicals
2. Per IL bilaws, LEPC boards are to meet a minimum of 4 times a year
3. Vote people into positions. Need roles for each member
4. Have continuing education for members
Discussion was held regarding compliance with reporting.
Old Business
Brock Schmitt was designated as the LEPC Chairman when Brad Stevenson retired.
Schmitt stated that GFD lost one tech due to retirement. No new techs.
GFD participated in a drill with BNSF in October.
Anhydrous incident, Chairman Schmitt said that he directed the response over the phone to the
volunteer department that was responding.
New Business
Chief Hovind stated the process to update the Knox County Hazard Mitigation plan as started.
American Environmental Corporation is spearheading the project. Trying to get all communities in
the County to participate. The next planning meeting is in January.
Chairman Schmitt will work on getting county wide representatives involved as well as setting up
positions to be filled. A vote will be held to appointment members to the Board.

Tuesday, April 28, 2020 at 2:00 p.m.
Adjournment
It was moved by Jared Hawkinson and seconded by Randy Hovind to adjourn the meeting at 3:30
p.m. The vote was unanimous.
