News Media (7) Rick Riner, Building and Grounds File Copy MINUTES OVERALL CODE REVIEW COMMISSION MEETING ERICKSON CONFRENCE ROOM Thursday, November 17, 2022 at 5:30 p.m. MEMBERS PRESENT: Brian Benbow, Cody Basham, Jay Feely, Mike Groom, Jeremy Schultz, Dale Sugden, Ken Swanson, 7 MEMBERS ABSENT: OTHERS PRESENT: Rob Benedict, 1 Eric Heiden (Code compliance Supervisor), Steve Gugliotta (Community Development Director), Mike Leahy (Citizen), Rich Slagel (Galesburg Plumbing Inspector), Robert Elsbury (Galesburg Electrical Inspector), Dustin Hoots (Citizen) 9hairman Benbow took Roll Call, Declared quorum present. Approve Minutes of the March 10, 2022 meeting Member Swanson moved to approve the minutes, seconded by Member Basham. Minutes were approved by voice vote. OC-22-1101 Consider Adoption of the 2021 International Fuel and Gas Code Adoption of the 2021 International Mechanical Code Adoption of the 2020 National Electric Code. Chairperson Benbow raised the question that the committee vote on each code separately rather than as a package. The Committee agreed. , ",. , -: •,, : : .. : . City .of Galesbutg:Pluinbirig,artd,HVAG Inspector Rich Slagel presented the significant changes to the International Fuel And Gas Code. Inspector Slagel raised some concern with a change to the code that would remove an exemption for similar vented replacement appliances be allowed without a chimney lining. Inspector Slagel raised concern with the additional cost to the homeowner. Members weighed the life safety issues versus the cost of lining the chimney and or going with a power vented appliance. After Discussion among the members. A motion was made by Member Sugden and seconded by Member Basham to approve the 2021 Fuel and Gas Code. Roll Call #1 Aye: Nays: Abstentions: Feely, Benbow, Groom, Swanson, Schultz, Basham, Sugden None. None. Chairman Benbow declared the motion approved. City of Galesburg Plumbing and HV AC Inspector Rich Slagel presented the significant changes to the International Mechanical Code. Inspector Slagel discussed a change allowing plastic pipe running through a plenum to be insulated. Chairperson Benbow Questioned if it could be fiberglass insulation. Inspector Slagel stated that the insulation must be fire rated insulation. After Discussion among the members. A motion was made by Member Sugden and seconded by Member Basham to approve the 2021 Mechanical Code. Roll Call #1 Aye: Feely, Benbow, Groom, Swanson, Schultz, Basham, Sugden Nays: None. Abstentions: None. Chairman Benbow declared the motion approved. City of Galesburg Electrical Inspector Robert Elsbury presented the significant changes to the National Electric Code. Inspector Elsbury discussed the new requirements for arc fault and GFCI protection. He stated that traditional breakers are being phased out much like screw in fuses were in the past. The committee discussed the additional cost that this would involve and the problems with hazard tripping. Irispedor Elsbury discussed the new requirement for outside disconnects for electrical services. This change is to aid firefighters during emergency situations. The committee discussed some of the verbiage In the new code in regards to multifamily buildings .. After Discussion among the members'. A motion was made by Member Shultz and seconded by Member Sugden to approve the 2020 National Electric Code. Roll Call#l Aye: Feely, Benbow, Groom, Swanson, Schultz, Basham, Sugden Nays: None. Tompkins Street Galesburg, IL 61401 309-343-4181 www.ci.galesburg.il.us TO: Overall Code Review Commission FROM: Eric Heiden, Code Compliance Supervisor DATE: November 29, 2022 SUBJECT: OC-22-1102 The property is located at 1000 Monmouth Blvd. They are requesting a variance of the 2012 IBC, and 2012 IFC Section 902.28 Group R. The building will be a change of use from M to R3. This would require the installation of a fire sprinkler system. The type of system installed can vary depending on the number of occupants. Congregate living facility (nontransient) with 16 or fewer occupants. Congregate living facility (transient) with 10 or fewer occupants. The definition of transient is that they stay less than 30 days. Section 903.2.8.1 states an R3 congregate residence can use an NFPA 13D sprinkler system when there are fewer than 16 occupants. If greater than 16 occupants, then a NFPA 13 System would be required. This type of variance has not been previously approved by Overall Code. A copy of the code section the owner is requesting a variance for is attached.
