MEMBERS ABSENT: Steve McKelvie, 1. OTHERS PRESENT: Stephen Gugliotta AICP-Director of Community Development and Brad Nolden – City Attorney/Administrative Services Director. Chairman declared quorum present. Approve Minutes of the October 19, 2021 meeting Member Thomas moved to approve the minutes, seconded by Member Uhlmann. Minutes were approved by voice vote. Update Past Planning and Zoning Commission items • Zoning map amendment to go from I, Institutional to B2, General Business, located at a portion of a property located west of 876 W Main St. The City Council approved the amendment at their November 15th meeting. • Ordinance amendment to add a definition and provisions for Residential Gardens. This item was removed from the November 15th Council agenda. Receive Citizen Comment None Received. PZ-22-0101 Public Hearing Variances of setback, fence height and variance duration for Blackberry Solar, LLC, located in the 1400 block of South Farnham Street, PIN 99-24-151-003. The petitioner was Blackberry Solar, LLC. Mr. Jon Carson and one of the property owners were present. The Commission members considered the following items: • That the variance, if granted, will not alter the essential character of the neighborhood; • That the granting of the variance will not be detrimental to the public welfare or injurious to other property or improvements in the neighborhood in which the property is located; The subject property is suitable for the proposed zoning classification. • That the proposed variance will not impair an adequate supply of light and air to adjacent property, substantially increase the danger of fire, otherwise endanger the public safety, or substantially diminish or impair property values within the neighborhood. • The Development Review Committee reviewed the proposed zoning amendment at their December 29, 2021 meeting and recommend approval. Page 2 of 2 Member Thomas moved, seconded by Member Uhlmann to approve all requested variances. Roll Call #1 Ayes: Johnson, Leahy, Lee, Thomas, Tropp, Uhlmann, 6. Nays: None. Abstentions: None.
