MEMBERS ABSENT: Ardennia Leahy, Neil Thomas, Amy Tropp, 3. OTHERS PRESENT: Stephen Gugliotta AICP-Director of Community Development, Brad Nolden – City Attorney/Administrative Services Director and Wayne Carl, Interim City Manager. Chairman declared quorum present. Approve Minutes of the May 24, 2022 meeting Member Lee moved to approve the minutes, seconded by Member McKelvie. Minutes were approved by voice vote. Update Past Planning and Zoning Commission items • Variance of Section 152.067 F 2, to allow a side yard setback of 7 feet instead of 10 feet, located at 1695 Jefferson St. The Commission approved the variance and a permit for the addition has been issued. Receive Citizen Comment None Received. PZ-22-0601 Public Hearing Amendment to Section 152.119 of the Development Ordinance regarding High Tunnel Structures. A High Tunnel Structures (HTS) is a translucent plastic covered structure that is at least six feet tall and is utilized as a greenhouse that can assist a gardener in extending the growing season up to year -round. The existing ordinance provisions for High Tunnel Structures are found in Section 152.119 of the Galesburg Municipal Code and are attached for review. The proposed amendment includes: • Extending the time allowed for lighting inside an HTS from 6:00 am – 6:00 pm to 5:00 am – 10:00 pm in all zoning districts that allow an HTS; and • Allowing HTS’s as permissive or accessory uses in the Agricultural, Light Industrial (M1) and General Business (B2) zoning districts, in addition to an HTS already being allowed in the Institutional (I) district. Page 2 of 2 The Commission members considered the following items: • The Development Review Committee reviewed the ordinance amendment at their June 1, 2022 meeting and recommended approval. Member McKelvie moved, seconded by Member Uhlmann to recommend approval of the ordinance amendment. Roll Call #1 Ayes: Johnson, Lee, McKelvie, Uhlmann, 4. Nays: None. Abstentions: None. Absent: None.
